Job Description:
BIE DSFM Construction is seeking a highly skilled and experienced Subject Matter Expert III - Project Engineer - Team Leads to join our team. This role involves providing expert knowledge and leadership in managing complex engineering projects, ensuring that all project outcomes align with the highest standards and specifications.
Responsibilities:
Technical Leadership: Serve as a Lead Project Engineer and Project Manager, coordinating with the Division Chief, Branch Supervisor, and other Branch of Facility Management staff to plan projects for maintenance, repair, and renovation work at 183 schools nationwide.
Project Management: Plan and manage site assessments, project plans, and project management for any repair, renovation, or construction of school facilities and related infrastructure. Lead the contracted team.
Monitoring and Reporting: Monitor and track progress of maintenance and construction projects, providing routine reports of accomplishments to appropriate officials and offices.
Compliance and Quality Control: Implement appropriate oversight and management controls and procedures to improve the quality of services and ensure compliance with laws, regulations, rulings, policies, and standards applicable to Indian Affairs (IA).
Strategic Planning: Provide critical input to the DSFM Strategic Plan, including development and review of Five-Year Deferred Maintenance and Capital Improvement Plans.
Health and Safety: Ensure SA-CI projects comply with Health and Safety, construction codes, building codes, and other federal requirements.
Budgeting and Scheduling: Develop project management plans and fiscal phases and schedules; provide preliminary project budget estimates in accordance with Project Management Institute standards and best practices.
Design Solutions: Develop plans and conceptual design solutions for renovations and improvements to facilities. Evaluate and recommend potential solutions for renovations and improvements of existing facilities.
Site Evaluation: Review proposed sites for projects, evaluate adequacy regarding topography, subsurface conditions, utilities, and development costs.
Design Review: Evaluate designs for conformance to established programs of requirements, codes and standards compliance, energy efficiency, constructability, and overall functionality.
Stakeholder Collaboration: Ensure engineers and project managers collaborate with Federal and Tribal clients to account for cultural, socioeconomic, demographic, technical, aesthetic, engineering, and cost considerations throughout the lifecycle of each project.
Project Execution: Monitor project manager execution and directly manage Design-Bid-Build, Design-Build, Construction Management At Risk, or other projects as required.
Construction Documentation: Oversee the development and review of construction documents detailing project structure, mechanical and electrical systems, materials, and specifications.
Training and Support: Provide training, materials, supplies, equipment, and services necessary for staff to perform their assignments.
Onsite Inspections: Perform onsite inspections and evaluations of physical facilities nationwide to determine actual condition, functional adequacy, compliance to code requirements, and examine existing facilities for renovation, reuse, or functional modifications.
Deferred Maintenance Work Orders: Create and train other school personnel in creating Deferred Maintenance Work Orders (DMWO) in Maximo.
Required Qualifications:
Education: Bachelor's degree in Engineering (Mechanical, Civil, Electrical, or related field) from an accredited institution.
Experience: Minimum of 10 years of experience in engineering project management, with a proven track record of leading complex projects.
Technical Expertise: Knowledge of fundamental engineering principles, concepts, and practices, and comprehensive knowledge of project management of construction and renovation work from planning, design to construction and closeout.
Communication Skills: Excellent verbal and written communication skills, with the ability to convey technical information clearly and concisely.
Software Proficiency: Proficiency in project management software (e.g., Microsoft Project), engineering design tools, and standard office software (e.g., Microsoft Word, Excel, PowerPoint).
Physical Requirements: Ability to perform duties involving moderate physical activity, including walking over rough terrain, climbing ladders, and lifting moderately heavy objects (up to 50 lbs).
Certifications: Relevant certifications such as PMP (Project Management Professional) or PE (Professional Engineer) are highly desirable.
Driver's License: A valid driver's license is required.
