General Responsibilities:

Assists in the overall management, direction, and financial outcome of activities of the System Development Department relative to determining the distribution system capacity and providing municipal water to all existing and potential customers. Oversee and supervise coordination of work activities of subordinate staff relative to the planning, design, installation, enlargement, relocation and/or replacement of water distribution facilities and appurtenances throughout five (5) county jurisdictions currently consisting of 4,995 miles of buried infrastructure. Assist in the administration of all Cross-Connection Control and Backflow Prevention Enforcement throughout the distribution system. Act as Water Board Liaison in the day-to-day interactions with State and local governments, customers, contractors, engineers, developers, other utility companies and subordinate staff to communicate and enforce the Water Boards rules and regulations governing service while ensuring all work activities are completed with quality, are cost effective, and within environmental health and safety requirements. Oversee and provide training for departmental staff. Ensure all staff adhere to the companys policies.

Essential Job Functions:
  • Oversee and assist in the direction and assignment of activities of subordinates engaged in all processes relative to the installation, replacement, reinforcement, and relocation of distribution water mains; service connections; fire hydrants; valves, etc., relative to the operation and/or improvement of the water distribution system.
  • Oversee and assist subordinates and project management team with water main relocation projects necessary for roadway improvements submitted by Alabama Department of Transportation (ALDOT) and various county and municipal governments within the Water Boards service area. Review specifications and utility plans for projects designed by System Development staff and Consulting Engineers.
  • Oversee and review work of subordinates engaged activities relative to the Competitive Bid Process. (i.e., preparation of detailed quantities for competitive bidding, preparation of agenda items, bid openings, the evaluation of and awarding of bids to the lowest responsive and responsible bidder). Submit contracts to Department Manager for approval and submission to Board of Directors for final approval. Review submittals for approval of payments to pipeline contractor, ensuring adherence to the State of Alabama Competitive Bid Law.
  • Review and approve final cost submittals of investment and retirement projects for capital asset expenditures relative to installation, replacement and or removal of distribution pipelines, services, and fire hydrants. Submit explanation of variances more than 15% to the Finance Department to ensure the proper reconciliation, settlement, and capture of the Water Board capital assets.
  • Assist Manager in determining water availability and distribution system capacity for potential residential and commercial developments through the analysis of the water system (currently consisting of 24 pressure zones (gradients), 51 water storage tanks and 47 pumping stations).
  • Plan, assign, oversee and direct the activities of subordinates (field personnel) engaged in making preliminary inspections of and location of existing structures; estimating quantities of materials; and making field drawings and sketches. Troubleshoot for potential issues, monitor work efforts daily, perform mid-year and annual performance reviews and identify resource needs.
  • Plan, assign, oversee and direct the activities of subordinates (office personnel) engaged in the daily processes associated with maintaining all municipal and public fire hydrants, as well as, large diameter fire protection service accounts (maintaining asset records on all fire hydrants; maintaining most current operation acknowledge agreements on all life safety devices with commercial account holders and the enforcement of said agreements, maintaining billing and records on all service accounts).
  • Plan, assign, oversee and direct the activities of subordinate (office personnel) engaged in the daily communications and customer relations provided to residential and commercial customers prior to the issuance of all service connections (Tap Authorizations) to the Boards distribution mains (the availability of water to a property; plotting property boundaries from deeds and legal descriptions; determination, receipt and processing of all fees associated to the new tap authorizations; providing water main locations; acceptance of extension applications where existing distribution mains are not available to property; creation of Capital Budget project numbers for the capture of all charges and fees incurred throughout the project as well as provide clerical support to project management team throughout the project).

  • Maintain monthly and quarterly departmental and progress meetings with project team and support staff; discuss timelines and overall budgets of project assignments; and assist, advise and coach all subordinate staff. Troubleshoot for potential issues throughout day-to-day operations, monitor work efforts daily and track overall progress of objectives.
  • Handle or assist in the resolution of daily issues, concerns, or complaints from customers, as well as others regarding all aspects of the development and installation processes associated with the supply of distribution water.
  • Perform mid-year and annual performance reviews, identify resource needs; and suggest training programs and techniques.
  • Assist in the supervision and administration of Cross Connection Control and Backflow Prevention Enforcement throughout the distribution system.
  • Assist Manager in the preparation, planning and overall management of annual capital budget expenditures.
  • Liaison between the Water Board and State and local governments, engineers, contractors, coworkers, as well as customers to establish and maintain effective working relationships, as well as provide information regarding Boards Rules and Regulations. Attend monthly Underground Utility Coordination meetings and City Planning meetings. Support other utilities and governmental departments as needed.
  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Ensure all organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide, Employee Handbook, reviewing and approving timesheets, and expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc.
  • Responsible for interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Perform all work safely in accordance with established safety policies and procedures. Comply with all safety and health standards and guidelines issued by management.

Essential Job Functions Con't Education:

Bachelor's degree in Engineering, Business Management, Construction, or related field required; or equivalent combination of education and experience.

Certifications Valid Drivers License required ADEM Grade 1 Certification preferred QCIP Certification (Qualified Credential Inspection Professional Storm Water Management) required; or must be obtained within 6 months of hire date. Experience:

Eight (8) years of experience in water distribution or related field. Analysis, design, and construction of potable water pipelines; must have strong oral and written communication skills; must have strong interpersonal skills; and must have knowledge of water facilities, water distribution and operations. Must be proficient in Microsoft Office Suite (Word, Excel, Access, PowerPoint, Project). Five (5) years experience working within an Enterprise Software system such as SAP or comparable systems dealing with financial and project systems as well as customer relations and billing. Must have an overall knowledge of the Water Boards Cross Connection Control and Backflow Prevention Policy; The Water Boards Rules and Regulations Governing Water Service; State and Federal Safe Drinking Water Regulations; and State of Alabama Competitive Bid Law. Clear knowledge of typical design and construction legal documents; ability to read engineering plans (all disciplines); and work closely with design professionals on development of plans.
