The Opportunity

WSDOT is seeking a skilled and experience Maintenance Operations Superintendent in Area 3 Everett, WA. This position controls, coordinates, and directs the use of personnel, materials, and equipment to operate, preserve and maintain over 900 lane miles of State highway infrastructure. With over 2,000 acres of non-paved state-owned right-of-way, Area 3 is one of the largest government landholders in the area it serves. Area 3 serves central Snohomish and east King counties, two of the three most populous and the two fastest growing counties in the state. The area includes the states 7th largest city (Everett), 19 other municipalities, and 3 federally recognized Indian tribes (including the Tulalip Tribes). Its service area includes one mountain pass (Stevens), two interstate highways (I-5 and I-405), one U.S. Highway (US 2), 17 state highways of which 8 are highways of statewide significance, two busy ferry terminals (Mukilteo and Edmonds), the Port of Everett, the states the largest naval port (Everett Naval Station), three airports, including Paine Field, 6 public transit systems, light and passenger rail lines, key commercial highway and rail routes, and a major Boeing company manufacturing center. The Area spans as one of the most ecologically diverse and sensitive areas in the state. The area climbs from sea level to the west side of the Cascade crest, making this area subject to some of the states most regular and significant flood and landslide events.

What to Expect

Among the varied range of responsibilities held within this role, the Maintenance Operations Superintendent will:

  • Represent maintenance with the highway construction program.
  • Ensure that proper quality control from a maintenance perspective occurs at the planning, design, and construction phases of all Area 3 highway construction projects.
  • Set standards for maintainability, approve and/or comment on preliminary construction plans, design reports, utility permits and franchises, road access connection permits, and developer improvement projects.
  • Conduct or attend department and interagency meetings, plans reviews, pre-construction conferences, public meetings and outreach events.
  • Oversee the integration of the maintenance plan with public and private stakeholder groups and coordinate work activities with federal, state, county, municipal and private entities.
  • Investigate public complaints and respond to inquiries through personal contact, phone calls, and/or written correspondence.
  • Develop long-term requirements, including funding, fleet and staffing needs, program policies, support services, and budget oversight for the Area 3 programs.
  • Track employee safety statistics and developing preventative action plans based on data and accident reports. Solicit and encourage employee involvement in employee safety programs.
  • Evaluate and implement new technologies, programs, and policies to reduce accident occurrence.
  • Develop plans for, manage, and direct the areas response to natural and man-made disasters.
  • Coordinate with the appropriate County EOC within the National Incident Management System (NIMS) structure.
  • Ensure Area 3 meets WSDOTs environmental commitments including NPDES and Integrated Vegetation Management requirements.
  • Oversee the implementation of policies and practices that support employee diversity, career development, training, and recognition.
  • Address performance issues and take appropriate corrective and/or disciplinary action, when warranted.
  • Coach, mentor, and train employees.
  • Direct the preparation of estimates and funds requests for roadway safety improvements and other special projects.
  • Develop, solicit bids for, award and administer contracts for regional maintenance/preservation projects, asphalt and aggregate procurement, equipment rentals, and miscellaneous goods and services.
  • Review and analyze expenditure status and direct adjustments to the maintenance program to stay within labor hours and dollar allocations.

Qualifications

To be considered for this opportunity, the following are required :

  • Bachelors degree in civil engineering, construction or closely related field. Please note: Additional work experience may substitute for degree requirement on a year-for-year basis
  • Five (5) years supervisory experience in transportation, construction, or a closely related field.

It is preferred that qualified candidates also have:

  • Knowledge and understanding of engineering design and construction principles.
  • Knowledge and understanding of all facets of roadway, right-of-way, IR, signage, and rest area maintenance operations and procedures.
  • Knowledge of management and supervisory principles and practices.
  • Knowledge of WSDOT policies, procedures, and practices, including personnel systems, rules and directives.
  • Knowledge of labor relations and collective bargaining procedures and practices, including administration of collective bargaining agreements and application of corrective and disciplinary action.
  • Knowledge of applicable federal, state, and local laws and ordinances, including environmental regulations.
  • Ability to plan, prioritize, and manage multiple projects and priorities.
  • Ability to develop standards and controls to achieve policy goals and objectives in relation to statewide maintenance standards.
  • Ability to direct and control a large, multifaceted highway maintenance area, including personnel, materials, and equipment.
  • Ability to plan, develop, and administer budgets in excess of $15 million per biennium.
  • Ability to assess, plan, and direct emergency response and winter snow and ice operations.
  • Ability to make field assessments and respond to emergencies on a 24/7 basis.
  • Ability to establish and maintain effective working relationships with diverse groups representing different, and, at times, competing perspectives.
  • Ability to build, develop, and motivate teams.
  • Ability to productively resolve conflict and facilitate consensus.
  • Ability to communicate effectively both orally and in writing.
