Associate Director of Construction and Renovation

  • Do you have significant knowledge of project management, architecture, engineering, construction, and maintenance principles?

  • Do you understand state and federal laws, rules and regulations governing architectural or civil engineering project management for state highway construction, building construction or facility renovation projects?
  • Can you successfully provide guidance and supervision for a team of professional project managers, interior designers, engineers or architects.

Under the supervision of the Director of Construction and Renovation, the Associate Director of Construction and Renovation serves as the direct supervisor over project management staff and is directly responsible for the coordination and management of Capital Projects for the Division of Student Affairs and Academic Support (SAAS) worth over $100M per year. This includes overall monitoring of contract administration and the planning, design, bidding, construction, and close out phases of project performance. When assigned, acts as the SAAS client representative. This position has been designated as essential personnel during inclement/hazardous weather and other emergencies.

Primary Duties:

  • Manages projects through complete project cycle (predesign meetings, site investigation, schematic design, construction documents, construction administration)
  • Provide oversight, consultation, and support for Division of Student Affairs and Academic Support construction and renovation projects and asset planning efforts for all facilities within the division of SAAS
  • Supervises project managers and interior designers by providing direction, leadership, motivation and on the job training
  • Effectively work with contractors, consultants and the Construction Services team members to resolve construction issues as they arise.

Job Related Minimum Required Education and Experience

Requires a bachelor's degree in a job related field and 5 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.

Required Certification, Licensure/Other Credentials Preferred Qualifications

Master's degree in engineering, an engineering related field, or architecture from an accredited college or university and 10 years of demonstrated project management experience, including considerable experience with design and construction and management of major construction projects, and certification/registration as a professional engineer; or a bachelor's degree in engineering, an engineering related field, or architecture from an accredited college or university and 12 years of demonstrated project management experience including considerable experience with design and construction and management of major construction projects, and certification/registration as a professional engineer or architect.

Knowledge/Skills/Abilities

Knowledge of principles and practices of modern architecture, design engineering and facility construction. Knowledge of laws, rules and regulations pertaining to the construction and modification of facilities. Knowledge of contract procedures, bidding procedures, architectural agreements and inspection procedures. Knowledge of state and federal laws, rules and regulations governing architectural or civil engineering project management for state highway construction, building construction or facility renovation projects. Ability to oversee the work of subordinate engineers or architects. Ability to establish positive working relationships with customers, superiors, subordinates, associates, design and construction consultants, state, local and federal professional personnel and other public and private sector organizations and individuals. Under the direction of the Director of Construction and Renovation manages projects through complete project cycle (predesign meetings, site investigation, schematic design, construction documents, construction administration). Enforces operational processes and measures to ensure capital project management is conducted in a manner that complies with established project schedules, project budgets, departmental objectives and documented procurement procedures. Responsible for staff implementing the design, bidding, construction, punch list, warranty period and close-out phases of capital projects. Provides professional guidance by maintaining current knowledge of university objectives, technical knowledge of construction and equipment, and various industry standards. Fields questions related to assigned projects. Effectively works with contractors, consultants and the Construction Services team members to resolve construction issues as they arise. Verifies construction is in compliance with construction documents through site visits. Verifies punch list completion and records through written communication and photographs. Documents changes (Requests for Information, Change Directives, etc.) and verifies schedule and cost impacts as required.

Under the direction of the Director of Construction and Renovation, provide oversight, consultation, and support for Division of Student Affairs and Academic Support construction and renovation projects and asset planning efforts for all facilities within the division of SAAS. Supervises project managers and interior designers by providing direction, leadership, motivation and on the job training; reviewing their work assignments and holding them accountable to satisfactory performance; discussing work performance with appropriate management personnel; completing Employee Performance Management System documents of direct reports; ensuring that work tasks are performed in a safe, productive, and cost effective manner; and ensuring the accurate submission of any applicable records and time.

Assigns projects to team based on current distribution of workload and expertise of the various architectural and engineering project management staff. Makes decisions that ensure the productivity of the department. Enforces campus standards for capital projects; including, but not

limited to, design manuals, interior design standards, landscape architecture standards and space management standards with the project managers. Directs resolution efforts of issues arising from non-compliance with set standards and engages the department Director as situations require. Recommends policies and procedures related to project management operations to the department Director. Performs key role in succession planning for Director of Construction and Renovation.

Assist the Director of Construction and Renovation by communicating and disseminating information regarding projects; providing guidance and training on design and construction administrative processes and procedures; researching and providing advice on planning, design, and construction best practices; providing guidance, training, and advice on South Carolina state design and construction procurement processes, standards, and best practices; assisting with the development and dissemination of standard operating procedures. Attends meetings with project managers as required by the complexity of the project issues. Maintains formal documentation to monitor the status of capital projects at all stages of the work. Maintains project management database to monitor project schedules and interacts regularly with project managers and designers to ensure compliance with key schedule milestones. Reviews project budget estimates with the managers at various project stages to ensure compliance with available funding. Coordinating audit and records procedures with designated staff members as required and leading team project update meetings.

Documents design criteria and overall project requirements through sketches, meeting minutes and other written communication.

Develop and oversee all routine and emergency communications required to advise students and staff of Master Plan or campus projects associated with or adjacent to Student Affairs Facilities, including University Housing residence halls. Prepare written summaries for distribution to ensure departments with interest/property in the areas of projects are kept informed. Serve as liaison between the Student Affairs and consultants/contractors when directed by the Director of Construction and Renovation. Represent the larger interest of University Housing and Student Affairs regarding construction, planning, and infrastructure. Participate in departmental meetings.
