GENERAL STATEMENT :
This is a key management position responsible for effective development, implementation and administration of the financial management system . The chief Executive Officer provides management direction and accountability assuring efficiency of operations, effective administrations and quality service delivery.
The Chief Executive Officer develops, implements, and evaluates department accounting policies, procedures and record keeping and reporting systems. Operates programs in compliance with Tribal, State, and Federal Laws regulations. Interfaces with the Wind River Energy Commission to assure resources are managed in an accountable and ethical manner.
DUTIES AND RESPONSIBILITIES:
- Develops financial reporting systems and will be responsible for managing and evaluating finance, Contracting and property/procurement with authority to uphold financial management system polices and procedures for enforcement and compliance.
- Develops and oversees the update of the WREC Accounting Manuel on an annual basis, including recommending financial Management System policies and Procedures.
- Coordinates an annual budgeting process with the Wind River Energy Commission.
- Oversees the annual independent audit for the Wind River Energy Commission for the purpose of the combined Financial Statement Audits for purpose of Governmental Accounting Stands Boards (GASB) statement 34, and any other audits that may be required.
- Initiates and oversees the Wind River Energy Commission's ability to secure any and all financing for whatever purpose deemed necessary by the tribe to be in compliance with all financial covenants.
- Establish the indirect cost proposal and monitor compliance with specifications contained therein. The financial Manager interfaces with the joint Financial Department to assure indirect funding allocations adequately support operational requirements. Manages the indirect Cost Agreement in compliance with the Federal specifications for cost reimbursement.
- Reviews, analyzes and interprets financial and statistical reports and advises program management in financial matters, prepares or directs preparation of a variety of specialized financial management reports, financial statements and schedules and analyzes.
- Assures that financial transactions are completed in an accurate, timely and efficient manner.
- Monitors charges to the Wind River Energy Commission to assure they are reasonable and necessary.
- Review documentations, evaluate expenditure activity and monitor cash flow status.
- Prepares business activity reports, financial statements and forecasts. Makes journal entries for monthly, quarterly and yearly reconciliation.
- Performs monthly bank reconciliations.
- Ensure all year-end accounts are properly reconciled and for Financial Audit. participates in strategic data analysis, research and modeling for leadership. Manages all Wind River Energy Com-mission investments and assure that accounts are managed in compliance with funding source requirements.
- Works in a responsive and cooperative manner with the Wind River Energy Commission to assure quality control and accuracy of program records, and financial reports.
- Responsible for modeling high standards of honesty and integrity in all matters relating employment with Wind River Energy Commission including conducting themselves both on and off the job in a matter that brings credit to the Tribal Gouvernement.
- Day to day financial operations (Payroll, Purchasing, Payments).
- Manages policies, budgeting, training and regular assessments of financial procedures.
- Interfaces with grants agencies and Tribal management system personnel to assure programs are managed in compliance with applicable regulations and Tribal Management System polices and operating procedures.
- Provides technical and personnel support to the Wind River Energy Commission when the need arises by re iewing, commenting, or making recommendations for improvement.
- Duties and responsibilities will include other activities and areas as needed to carry out the position functions.
PERFORMANCE STANDARDS AND EVALUATION FACTORS SHALL NCLUDE BUT NOT BE LIMITED TO:
- Quality of supervision, scheduling and coordination of personnel
- Ability to communicate clearly and concisely, both orally and in writing. Establishes and maintains effective working relationships with job contacts. Quality of programs planning and evaluation.
- General Management Leadership, Problem solving, interpersonal relations, fiscal management and team building.
QUALIFICATIONS:
- A Bachelor's Degree from an accredited college or university in Accounting with five years supervisory experience in Government Fund Accounting, program planning, budgeting, and contract and grant administration. Official college transcripts must accompany application.
- A Certified Public Accountant or Certified Management Accountant designation is preferred.
- Experience managing P.L. 98-638 conducts and budgeting, reporting and accounting processes, including establishing and managing Indirect Cost Agreements.
- Experience with OMB rules and regulations that govern contract and grant administration and tribal government.
- Experience with the management of Investment and trust accounts.
- Experience with general ledger. cash flow, and budgeting management systems Experience with MIP Accounting software.
- Experience with Quick Books.
- Must be bondable.
- Excellent communication skills and the ability to prepare and present clear concise reports both verbally and in writing.
