Performs intermediate skilled work operating heavy equipment in the operation and maintenance of the landfill, servicing and maintaining equipment, and related work as apparent or assigned. Position requires daily contact with the public and other employees. Maintains grounds, collects litter, separates recyclable materials, manages tires and household waste. Serves as a back-up scale house attendant. Position works most holidays and on weekends under a rotating schedule in all weather conditions. The job is physically demanding. Work is performed under the limited supervision of the Solid Waste Foreman.ESSENTIAL FUNCTIONS/TYPICAL TASKS:Operates and maintains bulldozer, loader, compactor and other vehicles and equipment used in the disposal of solid waste at the landfill for the purpose of transferring, spreading, covering, loading and/or compacting waste or soil. Performs routine cleaning, maintenance and minor repairs on equipment. Performs drainage easement and basin maintenance and repairs. Uses hand tools and performs heavy labor to include cover grass control and litter pickup. Performs other duties as assigned.(These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)- Operates heavy equipment/vehicles such as bull dozers, loader, compactor, loader and pans in all weather and soil conditions.- Assists with repairs and installation of landfill equipment.- Performs routine inspections and minor maintenance on equipment. Refers more complicated issues to the Foreman.- Cleans and maintains site as it pertains to litter.- Performs grass, weed, brush/tree control throughout the site to include the use of tractors and hand-held equipment.- Monitors operations to ensure compliance with regulations.- Separates recyclables from the waste stream.- Loads waste tires for recycling/disposal.- Serves as a backup scale house attendant.- Performs customer service by directing incoming vehicles and assisting customers with the unloading of waste.- Monitors, receives and directs the placement of all incoming materials.- Continuously monitors waste for evidence of unacceptable materials in the waste.- Performs related tasks as required.KNOWLEDGE, SKILLS AND ABILITIES:General knowledge of the operation of a solid waste facility; thorough knowledge of necessary safety precautions; ability to operate light to heavy equipment such as tractor, compactor, bull dozer and front-end loader; ability to establish and maintain effective working relationships with associates and the general public; ability to enforce solid waste ordinances and codes with firmness and tact. Valid Virginia drivers license required, CDL license preferred.EDUCATION AND EXPERIENCE:Any combination of education and experience equivalent to graduation from high school. One-year experience in heavy equipment operation.PHYSICAL REQUIREMENTS:This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through verbal communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small arts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold and heat, noise, vibrations, hazards, oils, and atmospheric conditions.
