Essential Duties and Responsibilities

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Distributes work assignments, gives instructions and helps other project managers to get the work started. As required, prepares detailed drawings, specifications and cost estimates
  • Determines the work methods, techniques, devices and materials that are best suited for each project; makes sure that needed materials, resources and tools are available for use by staff
  • Prepares technical specifications and assembles contract documents for solicitation of contractors to perform a variety of modernization activities
  • Coordinates among consultants, contractors and other Authority entities in the planning and performance of modernization design and construction contracts
  • Researches and selects materials; determines methods and types of construction based on required outcome and program needs. As required, prepares detailed drawings, specifications and cost estimates
  • Analyzes, participates in and performs a variety of technical processes, including bid document preparation, bid phase, consultation and coordination, bid evaluation, award of contracts, change order processing, and consultation monitoring and close out
  • Prepares reports of construction activities, correspondence to contractors and architects, and progress reports
  • Examines construction drawings, cost estimates, calculations and specifications in ordinance with U.S. Department of Housing and Urban Development (HUD) regulations, and District of Columbia Housing Authority (DCHA) requirements and industry standards
  • Inspects construction projects in progress and at completion for final acceptance of conformance and design
  • Oversees the Technical Assistants and Force Account Crews
  • Meets with top management officials to present findings, explain the significance of conclusions, justify recommendations, and answer questions on project management
  • Analyzes and resolves complex, precedent-setting problems, keeping the supervisor and/or client informed of the disposition of each situation
  • Coordinates special projects designed to inform interested parties of the Administration’s policies and procedures
  • Conducts reviews and evaluations of assigned topics of a technical, administrative or program nature; and drafts statistical or narrative reports for use as reference material at meetings and conferences
  • Prepares correspondence, technical and status reports, etc., to keep management informed of the progress of the Project Management Program
  • Performs other related duties as assigned
