Description

NATURE OF WORK

Under supervision of the Chief Mechanical Inspector, performs technical work associated with the reviewing of mechanical plans to assure compliance with the Florida Building Code, City of Sunrise Ordinances, and other applicable codes. As required, an incumbent in this classification performs mechanical field inspections as needed and a variety of other duties associated with enforcement of the Florida Building Code (FBC).

Examples of Duties

ESSENTIAL JOB FUNCTIONS

  • Performs tasks outlined below under the direction of the Chief Mechanical Inspector and/or Building Official, within the defined political boundaries of the City of Sunrise or other areas only as permitted by inter-local agreement.
  • Performs plan reviews of buildings and structures in accordance with the FBC and the Broward County Amendments to the Florida Building Code and other Codes, standards and regulatory requirements.
  • Performs field inspections of all mechanical discipline related components, including work and materials, used or installed in new construction, additions, alterations, or repairs as outlined in the FBC and the Broward County Amendments to the Florida Building Code.
  • May issue a stop work order under the direction of the Chief Mechanical Inspector and/or Building Official whenever work is being done in violation of the provisions of the Code or is being performed in a manner that would create a hazard to life or property.
  • Investigates complaints of work performed without the required permits and document any violations found.
  • Assists in the preparation for prosecution of code violators and represents the City at Special Magistrate hearings.
  • Provides superior customer service and correspondences with property owners, contractors, architects, engineers, and developers who request information regarding the Codes in effect, plan review comments, and/or inspections that have been or will be performed.
  • Answers technical questions concerning the Florida Building Code for field mechanical inspectors, depending on area of expertise.
  • Performs related work as required.

Requirements

EDUCATION

  • Graduation from an accredited high school or possession of a GED equivalency diploma.

  • PROOF OF THE HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.)

EXPERIENCE

  • To be eligible for appointment as a Mechanical Plans Examiner, such person musthold the required licenses and/or certifications needed to also be certified by Broward County Board of Rules and Appeals (BORA) as a Mechanical Plans Examiner.
  • Such person shall be certified by BORA and shall meet at least one of the following qualifications:
  • Such person shall be an Engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida.

OR

  • Be a Standard Mechanical Inspector serving for a minimum of one (1) year for an AHJ or school board within the State of Florida AND who complies with the requirements to be certified by BORA as a Mechanical Inspector.
  • Possess a current active license issued by the State of Florida, Building Code and Administrators and Inspectors Board (BCAIB) as a Standard Mechanical Plans Examiner and Standard Mechanical Inspector. (Engineers are exempt from BCAIB certification only.)
  • Possess a current Certificate of Competency or a Professional License in the discipline requested as a Master Mechanical, Mechanical Contractor, Class A air conditioning contractor, or Engineer issued by one of the following entities:
  • Florida Construction Industry Licensing Board.
  • Broward County Central Examining Board of Mechanical Contractors and Specialty Mechanical Contractors
  • Miami-Dade County Construction Trades Qualifying Board.
  • Florida Board of Professional Engineers.
  • Possess or be eligible to obtain a current certification as a Mechanical Plans Examiner and Mechanical Inspector issued by BORA.
  • Florida Residents: Must possess a valid Florida driver's license with an acceptable driving record.
  • Non-Florida Residents: Must possess a valid driver's license with an acceptable driving record AND obtain a valid Florida driver's license prior to hire.

NOTE:

Required certifications and licenses must be kept current to continue employment in this position.

REQUIRED CERTIFICATIONS / LICENSES: (Trainees Only)

  • To be eligible for appointment as a Mechanical Plans Examiner (Trainee), such person shall be certified by the BCAIB as a Standard Mechanical Inspector and such person must hold the required licenses and/or certifications and experience needed to also be certified by BORA as a Mechanical Inspector.
  • Serve as a Mechanical Inspector for a minimum of one (1) year for an AHJ or school board within the State of Florida AND who complies with the requirements to be certified by BORA as a Mechanical Inspector.

OR

  • Be a Florida Licensed Professional Engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida.
  • Possess a current Certificate of Competency or a Professional License in the discipline requested as a Master Mechanical or Mechanical Contractor or Engineer issued by one of the following entities:
  • Florida Construction Industry Licensing Board.
  • Broward County Central Examining Board of Mechanical.
  • Miami-Dade County Construction Trades Qualifying Board.
  • Florida Board of Professional Engineers.
  • Must obtain a 120-Day Temporary Provisional certification as a Mechanical Plans Examiner from BORA within ninety (90) days from date of employment.
  • Must obtain a Provisional Mechanical Plans Examiner certificate of licensure from the State of Florida (BCAIB) within one hundred and twenty (120) days of employment/promotion. (Engineers are exempt from BCAIB certification only.)
  • Must obtain a Provisional certification as a Mechanical Plans Examiner from BORA within one hundred and twenty (120) days from date of employment.
  • Must obtain a Standard Mechanical Plans Examiner license from the State of Florida (BCAIB) within eighteen (18) months from the date of employment.
  • Must obtain a Standard Mechanical Plans Examiner certification from BORA within eighteen (18) months from the date of employment.

NOTE:

The City will reimburse application fees for the required licenses and certifications upon successful acquisition of all required certification/license

PHYSICAL REQUIREMENTS

Work Environment

  • Work is performed in various environments including the office when providing plan review, as well as in the field when conducting indoor and outdoor inspections, at various locations within the City.
  • Shifts and work hours may vary and may include evenings, weekends and holidays.
  • Some duties may require exposure to adverse conditions including but not limited to: varying temperature; inclement weather and/or other adverse environmental conditions.
  • May be required to perform work at locations with exposure over, in and around water, which may not be accessible to the physically handicapped.

Physical

  • Must have sufficient strength and agility to permit some lifting, kneeling, bending, reaching and climbing steps or ladders. Sitting or standing for prolonged periods of time required
  • Ability to occasionally require to sit, climb or balance, bend, stoop, squat, kneel, crouch, crawl, reach, push and/or pull, twist and make repetitive hand movements. Ability to load, carry, lift, push and/or pull objects weighing up to 50 pounds. Must have the ability to operate a City issued motor vehicle, raising objects from lower to higher positions or moving horizontally from position-to-position.

Sensory

  • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires interaction with employees from all City Departments/Divisions and the public.

City-Paid Medical Benefits:

  • Group Health Insurance: The City pays for 100% of the cost for single coverage for full-time employees and 66.66% of cost for Dependent/Family Coverage. Upon retirement and separation from City employment, employee receives a monthly stipend of $350 per month, applicable toward retiree health coverage.

Retirement:

  • Employee Contribution = 8%
  • Vesting = 10 Years
  • Normal Retirement Benefit = 2.5% of pensionable earnings for each year of creditable service
  • Average Final Compensation (AFC) = 3 best consecutive earning years
  • Maximum Benefit = 80% of AFC, not to exceed $80,000.
  • Normal Retirement = Age 62 and ten (10) years of creditable service

Annual Leave:

Annual leave may be taken as earned after completion of (90) calendar days. Maximum accumulation each fiscal year is 290 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay. Annual leave is accrued based on continuous, full-time service with the City, as follows:

Annual Leave Cash Out:

Employee can opt to receive a non-pensionable cash payment twice per year for up to forty (40) hours of annual leave, provided accrued annual leave bank does not fall below eighty (80) hours.

Floating Holidays:

Upon completion of (26) weeks of full-time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year. Floating holidays shall not carry over to the next fiscal year.

Perfect Attendance:

For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive ten (10) hours of annual leave credited. Employees who qualify for a consecutive Perfect Attendance benefit shall receive fourteen (14) hours of annual leave credited for each applicable consecutive earning period.

Sick Leave:

Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and unlimited accrual. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty-five percent (25%) of the employee's current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement.

Sick Leave Conversion:

After completion of one (1) year of continuous, full-time employment with the City, an employee may convert their unused portion of their first six (6) days (maximum of forty-eight (48) hours) of accrued sick leave into annual leave. Conversions are subject to the following: A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour-for-hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap.

Bereavement:

Qualifying City-paid Bereavement Leave as follows:

  • In State = Up to 3 Days
  • Out of State = Up to 5 Days

Tuition Reimbursement:

After one (1) year of full-time employment

  • 100% reimbursement for a grade of A or B
  • 50% reimbursement for a grade of C
  • $250 books/lab reimbursement per semester
