This class manages the repairs, renovation, and construction of facilities, including design and construction document review, ensuring regulatory compliance, and project and personnel management.

This is a "mandatory-testing" position that requires Drug Testing.

EXAMPLES OF DUTIES

Supervises staff to include: prioritizing and assigning work; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations

Administers construction contracts, which includes reviewing and approving contractor payments; monitoring work status; issuing contracts; processing change orders; certifying project completion; processing project submittals; conducting project progress meetings; responding to contractors' requests for clarification; opening project bids; conducting pre-bid and pre-construction meetings; negotiating change orders; and performing other related tasks

Prepares and executes contractor performance evaluations

Monitors progress of construction projects ensuring that specified quality, costs, and schedules are being met

Collaborates with private consultants, contractors, and internal staff throughout the entire design and construction process of projects

Inspects construction sites to ensure conformance with plans, specifications, and schedules

Manages design consultants, which includes issuing requests for proposals; reviewing proposals; recommending consultant selection; reviewing and negotiating consultant fees; issuing contracts; reviewing work output; processing payments; issuing contract amendments; scheduling design review meetings; providing input on technical issues; prepares and executes consultant evaluations; and performing other related tasks

Reviews construction documents to ensure compliance with applicable codes and specifications

Performs quality control/assurance of construction documents

Receives and reviews construction warranty issues

Performs cost management and accounting functions; negotiates claims and change orders on construction projects to achieve equitable resolutions such that the best interests of the County are met

Assists internal staff and elected officials in determining project needs; prepares scopes of work and develops detailed construction estimates

Performs other duties of a similar nature or level

TYPICAL QUALIFICATIONS

Minimum Qualification Requirements:

Training and Experience:

Bachelor's Degree in Construction Project Management, Public Administration, Architecture, Engineering, or a related field and at least six years of experience in the construction field, three of which were in a supervisory role and/or project management role; or, a combination of education and experience equivalent to those listed above.

Emergency Management Responsibilities:

During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.

Physical Requirements:

Positions in this class typically require: talking, hearing, seeing, finger and hand dexterity, and repetitive motions.

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.

If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Incumbents may be subjected to moving mechanical parts, electrical currents, odors, dusts, chemicals, and intense noises.
