Position Summary:

The Purchasing Agent performs a variety of professional assignments associated with formal and informal purchasing, including entry-level buying and insurance monitoring. Drafts, reviews and compares vendor documents, and evaluates and ensures that city, state, and federal laws are being followed. Conducts vendor outreach, contract maintenance and monitoring, and difficult and specialized assignments in support of the Director of Finance. Ensures projects are completed efficiently by instructing staff on procedures, assignments, and standards. Monitors work in progress, evaluates performance, and conducts pertinent training sessions when necessary.

NOTE: Native American preference will be given

Duties & Responsibilities:

Communicates with employees, vendors, and contractors, and responds to questions regarding the procurement program, including the appropriate use of spending limits, Merchant Category Codes, fraud attempts, and Works entry completion.

Interprets and explains management policy and program guidelines.

Troubleshoots and resolves system-related issues requiring advanced technical knowledge.

Maintains secured and confidential information and identifies controls to prevent misuse.

Uploads and manages secured data in associated agencies' websites to benefit from contract spend.

Receives rebate funds and gift cards and monitors and tracks eligibility requirements and ensures that appropriate handling of funds and reporting practices are followed.

Receives and reviews applications and change forms and approves/rejects according to policy.

Monitors and tracks monthly end-of-billing cycle allocation/signoff and flagged transactions.

Documents exceptions and maintains active/inactive accounts.

Reviews monthly statement cycle and database reports and invoices and performs random audits on transactions.

Identifies instances of program misuse and issues notifications.

Completes monthly and annual statistics of program, requiring accurate record-keeping and utilization of several databases.

Monitors associated contracts and analyzes contract spend and suggests ways to enhance the program to benefit the Casino.

Assists in preparing written documents such as Request for Bids (RFB's), Request for Proposals (RFP's), Request for Information (RFI's), Request for Qualifications (RFQ's),

Performs other duties as assigned.

Minimum Qualifications:

Experience in Tribal Gaming environment preferred

Must be proficient in a PC environment, including the use of Microsoft Office

Working knowledge of relational database programs required.

Knowledge of the methods, policies, and procedures involved in municipal purchasing procedures

Must have excellent communications skills and the ability to present statistical data in terms that are relevant and actionable.

Ability to perform a variety of responsible paraprofessional assignments

Knowledge and experience with the following: purchasing ordinances and related management policies; sources of supply; current market conditions; price trends; and new product development methods and sources

Must have the ability to synthesize information into meaningful conclusions and recommendations. Must display good interpersonal skills and have a positive cooperative attitude with both internal and external customers.

Must be able to work with other areas of Finance and Operations.

Must have the ability to balance multiple concurrent projects with varying degrees of priority, as well as working independently on projects from conception to completion.

Must be 21 years of age.

Must be able to work various and irregular shifts including nights, weekends and/or holidays.

Must be able to successfully pass a pre-employment drug/alcohol screen, background investigation, and obtain and maintain a gaming license from the Pueblo of Tesuque Gaming Commission.

Experience and Education:

Must have a four-year College Degree in Business Administration or Accounting from an accredited College/University. Must have five (5) years of work-related experience.

Advanced software knowledge of Microsoft Office (emphasis on Excel & Word)

Using the primary language identified as English, the following are required:

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

Certificates, Licenses, Registrations Required:

Must be able to obtain and maintain a gaming license from the Pueblo of Tesuque Gaming Commission.

Physical Requirements:

While performing the duties of this job, the employee will be required to sit, stand and walk for prolonged periods of time. The employee is required to kneel, bend, squat, stoop, crouch, climb and crawl. The employee will use fingers and hands to handle or feel, reach with hands and arms, perform repetitive motions with fingers while using a keyboard, mouse and other equipment and must be able to lift, push, pull and carry up to fifty (50) lbs. The employee must be able to talk and hear in an environment with varying noise levels, see close, distant and colors, and smell and taste. Requires working in an environment with a high noise level and temperature changes.

Work Environment:

Work is generally performed in an office and Casino setting with exposure to a high noise level. Evening and/or weekends, holidays, extended hours, and irregular shifts will be required.

Tesuque Casino

ABOUT

The Pueblo of Tesuque has existed in the foothills of the gorgeous Sangre de Cristo mountains since as early as 1200 AD.

Tesuque is the Spanish variation of a traditional Tewa language name for village of the narrow place of the cottonwood trees. The beauty of the surrounding land has served as inspiration for countless native artists who craft beautiful paintings, pottery, clothing and silverwork.

The beauty of this magnificent landscape also contributed to the design and construction of the casino, with massive walls of windows giving every guest a front row seat to some of the most spectacular imagery that nature has to offer. Deeply rooted in Pueblo tradition, Tesuque Pueblo observes traditional ceremonies year-round, including the annual feast day of San Diego on November 12.

Tesuque Pueblo is also one of the smallest pueblos in the state, with a population of around 800, though the pueblo itself occupies more than 17,000 acres of land. Due to the age of the pueblo, it is listed in the National Register of Historic Places. This enchanting land has drawn the attention of authors and artists from outside the pueblo as well, having been either featured in, or the setting of several novels and countless pieces of artwork.
