Equipment Operator, Sr Solid Waste Management

Responsible for the safe, economical, efficient operation and care of heavy solid waste equipment, primarily a Front Loader (FL), used to collect, transport, and disposal of commercial solid waste trash and recyclables in the Solid Waste Management Division of Field Operations Department. This class may also operate other solid waste heavy and specialize equipment such as Automated Side Loader (ASL), Roll-Off (RO), Rear Loader (RL), Bulk Trash Case Tractor, Street Sweeper, and bin delivery equipment based on department need and/or on a regular basis.
  1. Operates all assigned heavy and light duty equipment using defensive driving techniques in accordance with policy, procedures, and training, guidelines.
  2. Performs daily required DOT CDL pre- and post-trip inspections.
  3. Cautiously operates hydraulic hand controls to collect, dump, and compacts garbage and recyclables into solid waste front load truck while covering a designated route in a residential or commercial zone. Unloads refuse truck at landfill, transfer station, or similar facility.
  4. Accurately reads and follows a paper or digital route map/list.
  5. Performs a variety of manual duties in the clean-up of scattered refuse.
  6. Moves objects such as dumpsters on casters weighing up to 2,000 pounds.
  7. Moves objects such as trash bins and containers to perform daily work assignments. Opens and closes gates for walk in service, unlocks and locks gates and dumpsters.
  8. Performs routine maintenance and minor repairs on the equipment such as cleaning, fueling, checking, and adding oil, filling radiator, and maintaining tire pressure.
  9. Keeps daily logs of work performed, mileage, tons dumped, equipment condition and performance.
  10. Accurately and timely completes accident report forms and time sheets.
  11. Interacts with customer with respect and integrity.
  12. Operates a portable radio.
  13. Assists with training new Equipment Operators as needed.
  14. Operates city vehicles which require a Commercial Drivers License (CDL).
  15. Performs other related duties as assigned.
Two (2) years of experience in the operation of solid waste heavy automotive and specialized equipment. Preferred: Qualified on trash collector Front Loader refuse truck. This position requires a valid Arizona CDL at the time of application.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:
  • The functions, limitations, safe operating methods, and care required for a wide variety of complex solid waste equipment
  • Hazards and safety rules and precautions in heavy equipment operation
  • Traffic laws, ordinances and rules involved in equipment operation
  • Advanced operation, maintenance, and servicing of all solid waste equipment; and street layouts and routes
  • Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) regulations, relating to CDL license holders in the performance of safety-sensitive functions

Skilled in:
  • Safe, efficient operation of assigned equipment and observance of traffic laws and regulations

Ability to:
  • Perform general maintenance and service requirements of equipment in area of responsibility
  • Input data into a PC, tablet, or terminal
  • Read and comprehend street maps
  • Record work activities and maintain daily logs and journals
  • Detect needed repairs to make necessary operations adjustment
  • Understand and carry out oral and written instructions and ability to work independently
  • Coordinate eye and hand movements
  • Perform the physical requirements of the job including heavy manual labor
  • Accurately and timely fill out accident reports
  • Deal with the public in the resolution of solid waste service problems
  • Identify hazardous or special waste and take appropriate reporting action
  • Communicate effectively verbally and in writing
  • Establish and maintain effective working relationships with city employees and the general public
  • Operate city vehicles which require a Commercial Drivers License (CDL)

Special Requirements
  • A valid Arizona Class B Commercial Drivers License at time of application is required.
  • Must work holidays, weekends, mandatory overtime, and special events as needed.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
