Water Plant Supervisor

PURPOSE STATEMENT:

Under the direction of the assigned supervisor, the Water Plant Supervisor oversees operations and staff related to water treatment. As assigned, responsibilities include overseeing the operation, treatment, maintenance, and repair of water equipment, plants, and systems; identifying resource needs; participating in the development of water goals and objectives; participating in the most difficult duties related to maintenance, operation, and repair; assisting with budget tracking; and testing and operating heavy and light equipment. Incumbents supervise other utilities staff, including conducting performance evaluations, coordinating training; and implementing hiring, discipline, and termination procedures.

ESSENTIAL FUNCTIONS, DUTIES, AND TASKS:

The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.

  • Supervises staff, including prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.

  • Oversees the daily operations and maintenance of water treatment plants, raw water intake facilities, terminal storage facilities and related equipment and systems.

  • Oversees facility functions including water quality sampling and monitoring, water treatment processes, and equipment maintenance; ensures compliance with established standards and regulations.

  • Monitors and performs adjustments to systems and equipment; administers quality control laboratory checks and flow rate adjustments; troubleshoots operational problems; and maintains operational quality and water supply requirements.

  • Plans, organizes, and coordinates projects; identifies resource needs; monitors and tracks project activities and schedules. Maintains the required documentation and records.

  • Assists in preparing budget input and budget tracking; assists in planning and program development; recommends system improvements; and prepares related reports and estimates.

  • Manages records and information in any format, in accordance with applicable statutes, regulations, and city policy, guidance, and records retention schedule.

  • This position m ay be required to m anage the citys slow sand filtration plant as the DRC (Direct Responsible Charge).

Current / Upcoming P rojects

  • Switchgear upgrade (Electrical equipment from initial construction of the WTP is being updated and replaced)
  • Soda Ash Project (A new robust and modernized soda ash system is being installed at the slow sand plant in Cherry Grove)
  • Hazard Mitigation Project (Cl2 to Hypochlorite) (The JWC currently utilizes chlorine gas as its primary disinfectant. This project will replace chlorine with sodium hypochlorite)
  • Traveling Screen Rebuild (This traveling screen is original equipment and scheduled to be rebuilt in the fall of 2025)

JOB QUALIFICATIONS / REQUIREMENTS:

EDUCATION AND EXPERIENCE:

Associates degree in chemistry, biology, water, wastewater technology, or related field; and seven years of related experience in all phases of water treatment plant operations and some supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSE(S) / CERTIFICATIONS:

  • Valid, current Drivers License and safe driving record

  • Oregon Water Treatment Plant Operator IV Certification
