What you'll be doing:
The On-Call Building Inspector-Plumbing will work on an on-call, as needed basis. This position is responsible for inspecting all structural installations and alterations in buildings and structures and enforcing city, county, state, and Federal codes and regulations relating to the plumbing phase of building construction and use.
  • Performs tasks outlined below within the defined political boundaries of the City of Parkland or other areas only as permitted by inter-local agreement.
  • Performs inspections of all plumbing components, including work and materials, used or installed in new construction, additions, alterations, and repairs.
  • Prepares written comments on installations found to be deficient, based on code, and ensures completion of corrections prior to approval.
  • Assists in resolving problems or answering questions by interaction with contractors, owners, builders, Building Officials, and inspectors.
  • Assists in the investigation of complaints of defective plumbing installations which are reported as safety or other hazards; notifies the responsible person of defects and issues oral and written instructions for correction.
  • Attends training classes, meetings and seminars in order to maintain certification.
  • Participates with all staff members in pre-hurricane preparations and post-storm recovery efforts.
  • Performs other related duties as required/assigned.
MINIMUM EDUCATION AND EXPERIENCE
  • High school diploma or GED.
  • Licensed as a Journeyman or Certified Plumbing Contractor, or be eligible to obtain such license.
  • Five (5) years of related work experience.
  • Must be able to meet the certification requirements of the Broward County Board of Rules and Appeals as found in Chapter 1 of the Broward County Administrative Provisions of the Florida Building Code.
  • Certified or able to be certified by the Building Code Administrators and Inspectors Board, State of Florida, in the category sought.
  • Must possess a valid drivers license with an acceptable driving record.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of computer and technical skills including mathematics with the use of complex drawings, specifications, charts, tables, and various types of precision measuring instruments.
  • Knowledge of the principles, practices, methods, and materials involved in designing, constructing, and installing a variety of plumbing systems and equipment.
  • Knowledge of the Florida Building Code, FBC-Plumbing, and general construction codes.
  • Knowledge of OSHA standards, rules, and regulations.
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry.
  • Skill in applying knowledge of the Florida Building Code, and all other applicable codes.
  • Ability to take direction from supervisors and implement plans, policies and practices as directed.
  • Ability to refine existing planning and building practices to improve both quality and quantity of work output.
  • Ability to communicate orally and in writing in order to prepare reports and to maintain records.
  • Ability to read and interpret construction plans, specifications, blueprints, engineering, and wiring diagrams and to determine deviation from plan during the construction process.
  • Ability to make decisions, recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems.
  • Ability to read and interpret plumbing plans and specifications; Ability to read, understand and explain codes, ordinances and regulations.
  • Ability to research code and standards effectively to develop code interpretations.
  • Ability to plan and organize work load and to adjust assignments when necessary.
  • Ability to enforce codes and regulations firmly, tactfully, and impartially.
  • Ability to perform on-site inspections which may require access where limited space is available.
  • Ability to follow oral and written assignments and to ascertain facts through investigation.
  • Ability to maintain records and prepare reports.
  • Ability to consult with building owners, contractors, crafts persons, and others in interpreting and securing compliance with the code.
  • Ability to establish and maintain effective working relationships with employees, other departments, officials, and the public.
  • Ability to organize and communicate effectively.
  • Work environment is typically performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others.
  • The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects.
  • Additionally, the following physical abilities are required: balancing, climbing, crouching, feeling, manual dexterity, grasping, hearing, kneeling, lifting, mental acuity, pushing, reaching, speaking, standing, stooping, talking, visual acuity, climbing, and walking.
