Description
The City of Roanoke is seeking a Green Infrastructure Crew Operator to serve in the Stormwater Division of Public Works. This position will oversee all aspects of the City's Stormwater Green Infrastructure crew and functions. This position requires on-site supervision of crew members and/or technicians assigned to the Green Infrastructure Crew Lead's work team for that day. Supervision includes, but is not limited to, safety, execution of tasks, task completion, and citizen interaction. Performs or assists in the planning, preparation, estimation, and implementation of various internal division projects and routine mowing and landscape maintenance operations as required. The candidate must possess knowledge and skills in landscape installations and maintenance horticulture, and soil health, with a focus on green infrastructure practices. Must possess the ability to read and understand construction drawings, sketches, and GIS mapping. Must also have experience in the identification, management and growth habits of invasive species, native plants, and common plants in the landscaping trade. Additional knowledge in the structure and function of riparian buffers and other various green infrastructure practices. Coordinates with other department operational and technical personnel in the performance of assigned tasks depending on project location. Must have ability to operate various heavy and light construction equipment including tractors, mowers, string trimmers, leaf blowers, plate compactors, tillers and more. Must coordinate and maintain daily work schedules and track job progress, inspect work sites and enforce all safety standards. Must have excellent problem solving, verbal and written skills, and leadership ability that results in successful project completion. Ability to use computer software such as Microsoft Office Suite and various Stormwater related programs and software, to include but not limited to QAlert, ArcGIS, and VueWorks. Operates heavy and light equipment in snow removal and assists with special events, and other emergency tasks, including some nights and weekends, as needed. Must be able to obtain a valid Class B CDL license within 6 months of employment. Must possess a Certified Registered Technician for pesticide applications as well as a Certified Fertilizer Applicator certificate within 12 months of employment. Must possess a NGCIP certification within 12 months of employment. Qualifications include a minimum 2 year degree in a horticulture-related field or a combination of a high school diploma or general education degree (GED) and 5 years of experience and/or training in landscape maintenance, herbicide/fertilizer applications, turfgrass maintenance, BMP installation and maintenance, including supervisory experience, or equivalent combination of education and experience.
Examples of Duties
SUMMARY
Performs skilled work in the maintenance of facilities and/or equipment and in the operation of motorized equipment.
ESSENTIAL DUTIES AND RESPONSIBILITIES may include the following depending on the area of assignment. Other duties may be assigned.
Operates Tractors, mowers, backhoe, front-end loader, skid steer, dump truck, and other medium to heavy equipment.
Services and makes minor repairs and adjustments to equipment.
Perform a variety of skilled and semi-skilled duties in the operation and maintenance BMP's, Bench Cuts, landscaping, green roof and stormwater infrastructure inspections.
Gather and report work site information from inspections.
Performs tasks such as pesticide and herbicide application.
Performs tasks such as asphalt and/or concrete placement and leveling.
Operates all equipment, both light and heavy in snow removal
When not operating equipment, performs general laboring tasks such collecting and removing trash and debris from City properties.
Assists with event support, snow removal and other emergency tasks, including some nights and weekends, as needed
May be responsible for fabrication, maintenance, and installation of traffic control, pavement markings and barricade signage according to City guidelines and uniformity.
May be required to wear some type of respiratory protection in the performance of their duties
SUPERVISORY RESPONSIBILITIES
May supervise a small crew. May supervise crew in the absence Maintenance Technician IV.

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED) and one to three years related experience and/or training in the trades area assigned; or equivalent combination of education and experience.

CERTIFICATES, LICENSES, REGISTRATIONS
Depending on area of assignment, may require possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia and/or a valid appropriate Class A, B or C commercial driver's license with specific endorsements depending on departmental requirements. May require Pesticide Registered Technician Certification.
