The City of Wilmington, a leading Delaware employer, provides the City's sanitation, recycling, street cleaning, water, and transportation services through the Department of Public Works. The Department provides a wide array of services, including once-a-week recycling and once-a-week residential solid waste collection, treatment and distribution of high-quality drinking water, collection, and treatment of sewage, stormwater management, sweeping of all City streets, street paving and repairs, maintenance of traffic signs and signals, line striping, rodent control, snow removal, and maintenance of the City fleet and City properties.
DUTIES AND RESPONSIBILITIES
The Construction Inspector performs semi-professional civil engineer work corresponding with inspection of Department projects. Conducts detailed inspection of internal/external construction work in the City's right-of-way per City Code, Underground Facilities Coordinator Manual, City and State Construction Details, etc. This role provides "as-builts" and changes to City-owned infrastructure updates corresponding blueprints, sketches, and GIS data and performs investigative work for City-owned infrastructure not captured in City records. Reports to the Chief Construction Inspector. This role reports to the City Engineer. Additional responsibilities include:
- Reviews plans and specifications submitted by various contractors.
- Performs inspection of construction sites to determine the quantity and quality of materials used in accordance with specifications. Ensures contractors follow City water and sewer construction SOPs and safety procedures are complying.
- Keeps daily job diary for each project and makes necessary "as-built" drawings and reports as required. Use Cityworks daily reports and inspection forms. Take photographs of each markout.
- Coordinates with contractors to ensure the location of City-owned utilities (water and sewer).
- Locates sewer and water utility lines for contractors, plumbers, other City functions, and other utilities as required.
- Performs all related work as required.
- Must be able to work overtime, shift work, or stand-by rotation.
EDUCATION AND EXPERIENCE
Graduation from high school or GED equivalency supplemented by technical training in drafting and computer-aided drafting; or any equivalent combination of experience and training, which provides the required knowledge, skills, and abilities.
- Knowledge: Knowledge of materials, practices, and equipment used in construction of roads, sewers, and water lines. Knowledge of mathematics required for computation of materials and qualities for reviewing estimates and invoices. Knowledge of Microsoft Office software and AutoCAD and Geographic Information Systems (GIS) is desirable.
- Skills:Demonstrated strong courteous customer service skills and communication. Establish and maintain effective working relationships with various outside contractors, utilities, and the public.
- Abilities: Ability to read and interpret civil engineering plans and blueprints. Ability to utilize a Tablet, PC, or similar device to produce sketches required for location of existing utilities.
- Licenses: Possess and maintain a valid driver's license with a good driving record.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

- Physical Requirements:Ability to lift or move up to 50 pounds independently; up to 100 pounds with assistance.
- Vision:Requires the ability to see close vision and adjust focus as necessary.
- Working Conditions: Work is performed near moving mechanical parts and outdoors in all weather conditions, including precarious situations. The noise level is typically loud.
- Location and Schedule:This position may require weekend work, nights, or being on-call as part of the regular job responsibilities.Primary work locations may include city/county buildings, treatment plants, and public safety facilities. Work involves travel between sites as necessary. Work hours are Monday to Friday, 8:30 am - 4:30 pm, based on business needs.
