PURPOSE: The purpose of this position is to organize, supervise, manage, and direct all aspects of the division's plan review, inspection, and enforcement duties involving proposed land disturbance sites, subdivision improvements, and commercial sites, to coordinate and serve as project manager for Neighborhood Improvement District projects, to coordinate the county's Municipal Separate Storm Sewer System (MS4) permit activities and storm water plan, and to coordinate the Emergency Repair Sanitary Sewer Lateral Program. The work is performed under the direction of the Director - Community Development.
JOB DESCRIPTION:
- Manages and monitors all aspects of the department's design review duties, involving proposed subdivision improvements, commercial sites, and Neighborhood Improvement District projects.
- Supervises a staff of engineers, inspectors, and technicians performing plan review. Manages performance and evaluates staff.
- Responds to inquiries regarding current and future projects.
- Works with public, consultants, developers and staff to resolve design issues related to subdivision, commercial, and proposed Neighborhood Improvement Districts.
- Reviews and proposes modifications to county design specifications on an on-going basis.
- Coordinates and prepares county's MS4 permit application and annual report for stormwater activities.
- Coordinates stormwater plan and activities with municipal, state, and federal agencies and their representatives.
- Conducts staff meetings.
- Maintains, trains and manages Citizenserve permitting software.
- Schedules and conducts meetings with the public.
- Responsible for scheduling and conducting meetings with consultants, developers, municipalities and other county departments.
- Coordinates Neighborhood Improvement District program, including maintaining annual assessment rolls.
- Coordinates Emergency Repair Sanitary Sewer Lateral program, including maintaining annual assessment rolls, mapping data, permitting, and coordination with participating municipal sewer districts.
- Performs other duties as assigned.
REQUIREMENTS:
Education
Bachelor's degree in civil engineering or related field, with master's degree in civil engineering or business administration preferred.
Certifications
Certification as a Professional Engineer by the Missouri State Board of Registrars for Architects and Professional Engineers desired.
Valid motor vehicle operator's license is required.
Job Experience
6 years of progressively responsible planning, design and/or design review experience.
Knowledge, Skills and Abilities
Thorough knowledge of modern bridge, roadway and storm water drainage system design.
Knowledge of State and Federal permits, policies, standards and specifications.
Knowledge of drafting, planning, engineering and surveying principles, techniques and equipment.
