Position Overview:
The Eastchester School District is seeking a knowledgeable and experienced leader to fill the vacancy of Assistant Superintendent of Finance and Facilities. Under the general supervision of the Superintendent of Schools, the Assistant Superintendent of Finance and Facilities is a member of the Superintendent's Cabinet and works collaboratively with building and district leaders. Candidates must have integrity, outstanding interpersonal and communication skills and an exceptional knowledge of all aspects of the finance, facility and capital construction operations of a school district.
Position Qualifications:
Qualifications include a strong command of: budget planning and implementation, purchasing policy and procedures, the audit process, payroll and benefits administration, transportation, facilities maintenance, and food service management. Experience also required in labor relations and knowledge of Civil Service Law and federal and state labor laws.
New York State SDBL or SBA Certification must be submitted with application. Master's Degree and five years of school based experience required, Doctorate preferred. Salary will be based upon qualifications and experience.
Salary Range: Up to $240,000, salary contingent upon years of experience in the position.
Responsibilities:
- Works as a member of a collaborative senior executive team to create a high functioning leadership system that promotes success for each student and attainment of district goals.
- Stays abreast of research on the changing nature of the profession, the field of public financial, organizational, and business management, and changing national, regional and local trends that may impact program areas. Uses forecasting tools and strategies to forecast resource requirements and to predict future needs.
- Provides leadership in long-range financial planning to include development of local option levy or bond initiatives and strategies
- Monitors the budget process to ensure compliance and a positive financial status.
- Advises Superintendent and Board on a variety of business, real estate, and financial matters.
- Compiles data, does research and analysis on specific areas of finance and presents reports to the Superintendent and the School Board.
- Reviews and develops internal control procedures, and monitors compliance.
- Oversees the activities of staff responsible for managing budget execution, cash management and financial accounting to include preparation of periodic and annual financial reports.
- Provides support with capital planning.
- Develops and implements contracted service agreements for auditor (via business services), insurance agent of record, food service management, and other agreements in areas of assignment.
- Monitors and evaluates service agreements for performance, effectiveness, and potential risk.
- Fingerprint Clearance: SAVE Law: Effective July 1, 2001, Education Law 305(30), 3004-b, 3004-c and 3035, as amended by Chapter 180 of the Laws of 2000, and Part 87 of the Commissioner's Regulations require the Commissioner of Education to request a fingerprint-supported criminal history background check for applicants for certification as well as for prospective employees of school districts, charter schools and boards of cooperative educational services (BOCES). The Commissioner of Education carries out these responsibilities through the New York State Education Department's Office of School Personnel Review and Accountability (OSPRA).
