Landfill Operator IDepartment: Solid Waste LandfillJob Code: 686102Reports To: Solid Waste Landfill ManagerFLSA Status: Non-ExemptEffective Date: January 2, 2023POSITION SUMMARY:The Landfill Operator I screens incoming materials and determines acceptablematerials to be disposed of and any associated fees. Also maintains andoperates light and heavy equipment related to the day to day operations of thecounty's landfill.ESSENTIAL DUTIES/RESPONSIBILITIES:The following statements are illustrative of the essential functions of thejob and do not include other non-essential or peripheral duties that may berequired. Rio Blanco County reserves the right to modify or change the dutiesor essential functions of this job at any time.Screen all loads coming into the landfill, operates scales and assessesmaterial, determines appropriate charges and collects fees.? Ensures that special waste has the proper documentation isacceptable for disposal.Operates heavy equipment for facility construction projects as well as manageswaste at the working face including pushing, separating, spreading,compacting and covering of trash, landfill road construction, leachatemanagement, and snow plowingMonitors the working area for hazardous materials when compacting trashCleans, services and makes minor repairs to assigned equipment includingcomplete walk around inspection checking for leaks, broken parts, andcorrect fluid levels; reports equipment problems to landfillDemonstrates continuous efforts to improve knowledge, skills, andabilities in regards to landfill equipment operationEnsures compliance with departmental policies, procedures, and safetypractices? Maintains stormwater control best practices to include, butnot limited to: ditches, culverts, outfalls, drainages, etc.Performs manual labor associated with daily and equipment operationsObserves safety and security procedures, uses equipment and materials safelyand reports potentially unsafe conditions.JOB QUALIFICATIONS:Knowledge of:Machinery, equipment, repairs, and procedures in landfill orconstruction work.? Operation of machinery and equipment associated with landfillor construction workMatching equipment operation to situationSafety principles, practices and procedures.Skill in:Operation of heavy equipment safely and competentlyBasic computer skillsAbilities:Read, understand, and follow written and verbal instructions in order tooperate machinery and other equipmentConcentrate and pay close attention to detail, e.g., identifying hazardousmaterials which may have been discardedAbility to perform preventive maintenance on equipment as required.Ability to work safely and responsibly.Education and/or Experience:Any combination of education, training and experience which provides therequired knowledge, skills, and abilities to perform the essentialfunctions of the job.One (1) year experience operating construction equipment or any equivalentcombination of training and experience which provides the requiredknowledge, skills, and abilityMay be required to obtain additional certifications depending on thearea(s) of assignment.Solid waste landfill experience preferred.Licenses or Certificates:Valid driver's license and a satisfactory driving recordMust become state scale operator certified within 2 months of hireMust take and maintain First Aid and CPR certification within 1 year of hirePhysical Demands:Operation of a motor vehicle, loader, compactor, dozer, and dump truckSitting, walking or standing for long periodsMust be able to stoop, bend, stretch, twist, reach, kneel, squatand balance repetitivelyHandling, seizing, holding, grasping, or otherwise working with handsClimbing stairsUnaided lift up to 50 pounds, aided lift over 50 poundsWork Environment:This job is not performed in a typical office environment setting. Work isperformed at the Wray Gulch landfill.Frequent exposure to dirt, dust, extremes of temperature, and noxiousfumes and odors; potential exposure to hazardous materials; exposed tohazards associated with equipment, machinery and ungraded terrain atconstruction sites and close proximity to moving vehicles.May spend a small amount of time in landfill office operating truck scales.Frequently required to work weekend.This job description is not intended to be an exclusive list of all duties,responsibilities or qualifications associated with the job.
