Overview
In this role, you will be responsible for leading all preconstruction activities on large volume water projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies.
Job Responsibilities:
Pre-Estimate:
Participates in design review meetings. Reviews and monitors scope, cost, and constructability during design development
Participates or leads the Estimate Plan meeting. Ensures that the strategy developed in the Estimate Plan is achievable within the time and resource constraints, considers multiple viewpoints to generate the win-strategy, and evaluates risks in a corporately responsible manner
Estimate Development:
When in the lead estimator role, leads a team of estimators assigned to a proposal
Ensures estimating team has the necessary tools, information, and resources to accomplish the goals of the estimate plan. If any are lacking, responsible for filling the voids prior to estimate submission
Engages proposal leader or design manager if design milestones are not met
Engages in specific RFIs if estimate lead requires support
Ability to identify risk issues and their order of magnitude
Ability to create conceptual estimates
Conducts final review of clarifications document
Ensures estimate is compliant with RFP documents
Conducts precon-only estimate reviews prior to ops reviews
Participates in ops estimate review meetings
Assess Value Engineering options on a basis of cost, schedule, and constructability
Subcontractor Management:
Builds and maintains subcontractor relationships
Develops overarching subcontractor search and communication strategy and ensures consistency in sub engagement teams adhering to that strategy. Ensures that at least 3 quotes are received per bid package, unless otherwise agreed to by the proposal leader
Verifies that only qualified subcontractors are considered in final subcontractor selection
Meets with local subcontractors as needed
Organizes, leads or participates in pre-bid meetings
In conjunction with the Director of Preconstruction, develops process flows when necessary and ensures adherence of team members
Manages the development of standardized documents and ensures use of those documents
Ensures subcontract market has a positive experience with Haskell during the preconstruction phase Identifies and communicates opportunities for improvement if necessary
Identifies subcontractors who have a competitive advantage and develops key relationships to employ those advantages
Works with the Business Diversity Coordinator when proposing on federal or public sector agency projects to develop a Small and/or WMBE business participation engagement plan that complies with project requirements
Ensures selected subcontractor is a corporately responsible selection
Assists the Project Director with the development of the Risk Register
Assists with the contract manual/bid book development
Post Estimate:
Ensures that the budget submitted to accounting complies with corporate cost coding standards
Participates in scope review meetings
Assists in subcontractor selection
Responsible for compiling lessons learned for the preconstruction phase
Participates in lessons learned meeting at project close. Understands budget underruns and overruns, and communicates those lessons learned to the preconstruction department
Ensures successful handoff from preconstruction to project team
May assist the Project Management team with buy out
May assist the Project Management team with change orders
Database Maintenance:
Responsible for development and ensures maintenance of preferred subcontractor database
Responsible for development and ensures maintenance of bid forms and bid packages database
Responsible for development and ensures maintenance of cost history database
Assists with the maintenance of the estimating database
Training:
Trains Preconstruction staff, APMs, PMs, and other personnel as needed
Responsible for development and maintenance of training program
Conducts or assists with employee performance reviews and participates with employee career development
Travel:
Meets with local subcontractors, attends bid walks, and attends conferences as necessary
Visits active construction projects as appropriate
Expected travel 10-25% of time
Misc:
Manages preconstruction resources
Coordinates with preconstruction professionals from other project delivery groups to ensure consistency in systems, methods, processes, and standards. Receives and shares best practices across groups
Perform other duties as assigned
Education/Experience:
- Bachelor of Science Degree in Engineering, Construction Management or accredited construction related curriculum preferred plus 10 years of experience; or 15 years of relevant experience in the construction industry
- Demonstrated experience with large-scale water and wastewater projects
Specific Knowledge, Skills, License, Certifications:
- Experience in estimating, scheduling, budget/cost control, construction, external & internal client relationships, strong subcontractor & vendor relationships/knowledge, computer skills, interpersonal skills
- Knowledge of estimating software (preference for Beck Destini, Accubid, Bluebeam, InSite, etc.)
- Excellent computer skills and familiarity with Microsoft Office suite programs
- Excellent written and verbal communication skills
- Ability to understand owner/engineer requirements with ability to work with conceptual information
- Strong organizational and leadership skills
- Demonstrated success in managing preconstruction pursuits
- Ability to train others and monitor their work for quality and completeness
- Demonstrated success in managing support staff
- Knowledge of industry standard bid practice
- Ability to communicate effectively with internal clients, external clients, and subcontractors

Environmental Factors and/or Physical Requirements:
While performing the duties of this job, this position is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, and arm, hand and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard, operate equipment and read application/form information. The associate frequently is required to sit, reach with hands and arms, talk, and hear.
