The Idaho Department of Water Resources (IDWR) has an opening for a Project Manager 1 in the Planning and Projects Bureau, located in our State Office in Boise, Idaho. This position provides a unique opportunity to work on water related projects combining technical skills, project/program management, and communication skills while carrying out water resource sustainability and aquifer stabilization initiatives on behalf of the Idaho Water Resource Board (IWRB). The Planning and Projects Bureau consists of a dynamic team working on a wide range of projects and programs that will have a lasting impact on the State of Idaho.
A Planning and Projects Bureau Project Manager can oversee and support a range of projects which address local or regional water supply issues, water planning initiatives, or programs related to water sustainability. This position will be accountable for managing the IWRB's Cloud Seeding Program and potentially assisting with other IWRB initiatives or projects. Common tasks associated with this position include the development and revisions of project goals, work plans, timelines, and implementation strategies. Typical skills required for this position include a knowledge of water related technical issues or projects, an ability to oversee and manage programs; develop and administer budgets, communicate effectively to a wide range of stakeholders and partners; develop and implement solutions to complex problems; analyze and evaluate project and program results; and represent the IWRB and IDWR at meetings and hearings.

EXAMPLE OF DUTIES
- Develop and implement solutions to complex problems usually on a local or regional scale.
- Oversee the planning, design, and implementation of projects.
- Oversee the operation of existing water and project assets.
- Provide technical guidance on particularly political or complex water issues.
- Development and management of contracts, budgets, and project performance metrics.
- Identify decision-making issues and key stakeholders, develop and implement strategies to encourage and obtain stakeholder and/or community awareness and support.
- Represent the IWRB or IDWR at public meetings, presenting complex topics to different audiences, including representing the IWRB and IDWR at hearings.
- Communicate with internal and external audiences through written, verbal, and presentation formats.
MINIMUM QUALIFICATIONS
- Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes.
Typically gained by college or university courses or equivalent (at minimum 40 hours) OR four years of experience performing related duties.
- Experience interpreting and explaining specialized or complex material into information usable by the public. Typically gained by four years of experience developing and managing projects.
- Experience developing and managing contracts. Typically gained by two years of experience developing and managing contracts. DESIRED QUALIFICATIONS Good knowledge of water projects, water rights, and/or water law, preferably in the State of Idaho. Experience leading a team. Experience working with stakeholders including the planning, coordination, and facilitation of meetings.
- Experience analyzing, interpreting, and applying federal, state, and local laws when applying engineering, hydrologic, geologic, or hydrogeologic principles.
