ICMS is looking for a Project Engineer to support and meet USDA Agricultural Research Service (ARS), Agricultural Facilities Management (AFM) Beltsville Agricultural Research Center (BARC) facilities and infrastructure repair needs and funding obligation goals for FY2024 as well as assist in the technical management support of several FY2022 and FY2023 projects.

Engineering support is required to support facilities acquisitions of varying cost, from small capital projects to those in excess of $1,000,000, including new construction, demolition, renovations, energy retrofits, operations, repair, and maintenance. The expectation is that the Project Engineer will provide full project management support for a variety of projects from initial concept planning, development of full biddable engineering design and construction packages ready for contract procurement and technical administrative support of the project through to completion and closeout.

Essential Duties and Responsibilities:

The Project Engineer shall assist in providing a variety of engineering/architectural support services for the FY2024 R&M and Repair projects which cover BARC's entire campus and include the following: Construction Projects, Design/Investigative Studies, Location Support Requiring Development of Statements of Work and Independent Government Estimates for numerous projects (Roof Repairs, Greenhouse Repairs, General Facilities system repairs, General HVAC repairs, and Infrastructure). This includes:

Providing the biddable FY24 Engineering scope packages to the ARS BARC Facilities DirectorProviding technical administrative support during either the design/construction phase for approximately fifteen (15) FY22 and FY23 and fifteen (15) FY24 projectsPerform professional engineering site assessments for any additional facilities repairs and/or replacements scope development.Perform as a Project Coordinator and assist in coordinating the successful establishment and execution of the FY24 BARC projects, including management and tracking of BARC facilities related activities through the Integrated Project Management (IPM) module of the AFMCSP. Including updating the BARC Capital Projects Repair Plan in IPMTravel is required. Trips would be on a as needed basis. Possible needs to travel would be to technically administer Development of Engineering Scope Packages, In-person/web meetings, Design and Construction Phases of Projects, and Professional Engineering Site Assessments.Requirements: A degree from an ABET accredited engineering college.A minimum of seven (7) years professional engineering project management experience working on design and construction projects.Possess experience which provides the appropriate level of technical background for them to perform a variety of engineering functions for repair and maintenance projects.Experience with technically managing and developing facilities/site designs (electrical, mechanical, civil and structural/architectural) for new construction and/or renovation projects to existing facilities/structures;Experience with perform technical site assessments and providing engineering recommendations for design/construction solutions; developing biddable Statements of Work (SOWs); developing Independent Government Estimates (IGE); providing technical support to contracting during the Bid phase; reviewing project submittals to meet applicable requirements, specifications, technical criteria/codes; beneficial engineering experience includes work performed on agricultural research facilities and laboratories.Desired Utilities engineering experience in one or more of the following: Water and wastewaterHigh voltage electricalGeneratorsSteam and Boiler PlantsGas stationsAbility to communicate effectively and work independently.Must be able to pass a government background check prior to starting work.

Work Schedule: Monday-Friday, 7:00 am to 4:00 pm (Flexible, onsite at least 3 days a week)

Pay Rate: Negotiable Salary
