**The Opportunity**
As the **Preconstruction Manager** , you will have the opportunity to oversee preconstruction lifecycle of projects.
**This role will be designated in our business traveler work schedule. We are committed to providing a healthy, safe and flexible work environment for all professionals while helping them remain productive and connected. Our business traveler work schedule includes BV professionals who travel consistently 60% or more of their work schedule and provide flexibility around being in an office location.**

+ **On non-travel work weeks, professionals may work in a BV office location 3 days a week and in a remote location 2 days a week**
**The Team**
**Black & Veatchs Governments & Communities** focuses on specific infrastructure needs of municipalities, state and local governments, and specialized physical and digital infrastructure solutions for government and federal agencies. **Key Responsibilities**
+ Provide pre-construction leadership to the BV Operations team to deliver value-based designs, profitable procurement buyout and preferred customer status in the Vendor market
+ Oversee preconstruction activities of multiple projects simultaneously
+ Lead and manage pre-construction phase of market sector design-build, construction management, or stipulated fixed price deliveries
+ Assist in the development of tools and procedures for the efficient and integrated execution of pre-construction activities of cost estimating, schedule development, procurement planning and execution, constructability assessment and implementation, value engineering, risk assessment and analysis.
+ Ensure comprehensive and timely response of project teams for value engineering, schedule development, risk management analysis, constructability reviews and other deliverables
+ Manage, evaluate and review potential risk factors with market sector management
+ Participate in design meetings with owners, development team, architects, consultants and engineers during the design stage to provide real-time recommendations
+ Review documentation including specifications and drawings for quality, content, and constructability.
+ Coordinate resolution of constructability issues during design
+ Provide recommendations to project team on clarity, consistency, constructability, and coordination of contract and construction documentation
+ Actively direct, support and participate in cost estimating activities, assist with construction budgets for projects and provide input on Value Engineering.
+ Coordinate development of market sector cost information through procurement feedback of committed costs, and utilization of various estimating platforms
+ Provides an independent assessment of an estimates accuracy (upon completion of the estimate and summarization of all detailed man-hours, material, construction and etc. costs).
+ Lead market sector Cost Review Boards for DB Water projects
+ Participate in Project Review Boards as a proponent
+ Prepare site logistics plans, construction management plans, trade package strategies, early works plans, and sequencing options
+ Make recommendation for project-specific considerations of Division 01 General Requirements documents

+ 15 to 25 years of relevant experience, including some estimating and design build experience
+ Field and/or project experience
+ Proven ability to manage extremely complex estimates in size, scope or organization, etc.
+ Cost control and scheduling exposure is a plus.
+ BS degree in Engineering, Construction Management or related field
+ Masters Degree is preferred. Relevant experience may be accepted as a substitute.
**Minimum Qualifications**
+ Bachelors degree or equivalent experience.
