The City of Wilmington, a leading Delaware employer, provides the City's sanitation, recycling street cleaning, water, and transportation services through the Department of Public Works. The Department of Public Works operates and maintains critical infrastructure and facilities, provides superior services for our customers, and promotes resiliency. The Water Division operates an entire Water, Wastewater and Stormwater utility. The Utility consists of 2 Water treatment plants, a regional wastewater treatment plant and hundreds of miles of water transmission and distribution mains as well as sewer and stormwater mains.
DUTIES AND RESPONSIBILITIES
The Maintenance Mechanic III requires advanced troubleshooting skills and the ability to manage complex repairs and upkeep with minimal supervision. Requires extensive experience in mechanical maintenance, specifically related to meter maintenance and distribution systems. The position also includes the installation of meters and ERTs (automated meter reading devices), and testing for accuracy and leaks. Additionally, the role requires and possesses the ability to troubleshoot, ensuring effective functionality of the City's water systems. Additional responsibilities include:
- Perform maintenance work on various sizes of water meters and related infrastructure, replace or repair parts of meters ranging from 5/8 inch to 6 inches.
- Disassembles malfunctioning water meters, replacing parts, cleaning, and reconditioning as necessary.
- Disassemble and repair large industrial meters (3" to 6"), replace non-serviceable parts and make adjustments for proper operation. Change industrial meters as needed, ensuring accurate functionality.
- Replaces old pipe for in-ground meters when needed.
- Turn on/off water for delinquent accounts.
- Assist with operation and maintenance of Pressure Reducing Valves (PRVs).
- Assist with regular reading of sewer accounts and interconnections.
- Locating stop boxes so water may be turned on or shut off at the curb area.
- Removal of meters and turning off water at curb area for unoccupied properties.
- Resetting of meters and turning on water for re-occupied properties.
- Change and install meters at place of operation, operate centrifugal water pumps and all type of pipe wrenches, cutting, and manipulation of copper tubing.
- Work with different sizes of pipefittings and valves.
- Install meters and test them to see if they are operating correctly.
- Sketch out work for installation of curb meters and once approved, install them.
- Install and test replacement ERTs, ensuring successful communication with mobile reading equipment.
- Sketch and install curb meters after obtaining approval, verifying functionality with handheld readers.
- Perform various types of meter tests for leakage and accurate functioning, including volume comparison tests.
- Assist in managing and coordinating traffic, as needed, while performing new installations, maintenance and repair work etc., ensuring public safety.
- Hose over from neighbors/provide alternative solution to help customers with no water in emergency situations.
- Makes volume comparison tests of large water meters installed in industrial plants or other large buildings.
- Operates pipe threading machine, power buffer, and drill press, or other power equipment for the use of making repairs to water meters.
- Be able to use City issued electronic and digital devices to upload day-to-day work. Submit weekly reports on work accomplished and issues encountered, if any.
- Performs all related work as required.
EDUCATION AND EXPERIENCE
Graduation from high school, vocational technical, or GED equivalent. Experience in the assembly and disassembly of metering devices; or any equivalent combination of experience and training, which provides the required knowledge, skills, and abilities.
- Knowledge: Considerable knowledge of methods, materials, and tools necessary to maintain and repair various sized water meters. Knowledge in the care and use of various hand tools and machine shop tools used in the maintenance of meters, valves, pipes, and copper tubing. Knowledge of methods used in the operation and maintenance of pumps. Knowledge of the occupational hazards and safety precautions involved in working in meter pit and maintenance of mechanical equipment. Knowledge of Field Service Management Software, preferred.
- Skills: Skilled in the care of and use of tools and equipment used in the maintenance of meters, valves, and meter appurtenances, including pipe wrenches, pumps, and power machinery.
- Abilities: Ability to understand and follow both oral and written instructions. Ability to make simple arithmetic computations. A good attitude while interacting with the public daily.
- Licenses: Possess and maintain a valid driver's license with a good driving record.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
- All selected applicants must pass a criminal background investigation and pre-employment physical.
- Physical Requirements: Able to bend, or stand for long periods of time as required. Ability to lift up to 50 lbs independently, up to 100 lbs with assistance.
- Vision: Requires the ability to see close vision and adjust focus as necessary
- Working Conditions: Work is performed near moving mechanical parts and outdoors in all weather conditions, including precarious situations. The noise level is typically loud.
- Location and Schedule: Standard work hours for this position are 8:00 am - 4:30 pm. This position may require weekend work, nights, or being on-call as part of the regular job responsibilities. Primary work locations may include city/county buildings, water distribution system, public safety facilities, and inside customer's homes. Work involves travel between sites as necessary.
