POSITION SUMMARY
The Town of Holly Springs is searching for a Project Manager to serve in the Municipal Infrastructure group. This position is responsible for overseeing and directing construction projects from conception to completion. Performs professional work in development and coordination of a variety of capital improvement and initiatives for Town buildings, property and other complex administrative projects.
SUPERVISORY RELATIONSHIPS
Reports to the Engineering Manager-Infrastructure. Work is performed under general supervision and is evaluated for project delivery timetable, project budget, and project teamwork. Incumbent coordinates internal resources and third parties/vendors for the execution of projects.
The work schedule is business hours with occasional evenings and weekends. The starting annual salary is $79,323.67 (Grade N).
ESSENTIAL FUNCTIONS

1.Under the guidance of the Engineering Manager reviews construction project plans for engineering design standards and provides guidance for necessary revisions. Reviews permits for requirements and necessary revisions.
2.Reviews easements and agreements to verify intent.
3.Serves as a field project manager over utility projects by directing public works employees in the gathering of information for contract design, directing consultant activities, inspecting work in progress, approving pay requests and handling legal issues.
4.Identifies preconstruction documents and fees that developers need to submit prior to applying for land disturbance and/or building permits.
5.Counsels private developers, engineering consultants, contractors and the general public on the permitting and construction processes within the engineering division.
6.Reviews proposed land division for ordinance compliance. Recommends necessary revisions needed to developer.
7.Under the guidance of the Engineering Manager assists in the design of water main replacement projects and sanitary sewer rehab projects with Autocad and GIS programs, in accordance with budget standards and approved construction methods.
8.Provides guidance to engineering inspectors and consulting engineer services on field construction issues. Conducts field inspection as needed.
9.Provide technical support and guidance for GIS, Asset Management, Autocad, file information etc. for all engineering aides, techs and inspectors
10.With the guidance of the Engineering Manager directs outside consultants to prepare plans and specifications needed for formal bidding on Town construction projects.
11.Assists in the preparation of requests for proposals to solicit statements of qualifications from consultants, participates in the selection process, and prepares contracts for the successful bidder.
12.Conducts inspections of Town-owned construction projects such as new utility line construction, repair or replacement of pump stations, new road construction, utility line relocation, and road repair and resurfacing.
13.Assists in conceptual planning and design of Town-owned construction projects that exceed the capability of internal staff.
14.Assists in the design of projects, including sidewalk construction and intersection improvements.
15.Provides technical guidance and advice to other Town departments as well as developers, builders, consultants and the general public.
16.Ensures projects are delivered on-time, within scope and budget.
17.Coordinates and monitors projects to ensure proper construction and reviewal of project designs.
18.Develops project scopes and objectives, ensuring technical feasibility in collaboration with other internal and external sources, if needed.
19.Verifies changes in project scope, schedule, and costs.
20.Coordinates and directs construction workers and subcontractors.
21.Administers all onsite/offsite constructions and monitors compliance with building and safety regulations.
22.Regularly coordinates project details with other department heads.
23.Regularly communicates with all project teams; anticipates scheduling; maintains organization and documentation.
24.Other duties as assigned.
