Location Oakland, California | Primary sites: 1950 Franklin St. & 1900 Broadway | On-Site Role Summary The Development Manager will assume full life-cycle responsibility for the 1950 Franklin repositioning-due diligence, design, budgeting, entitlements, construction, technology deployment, tenant improvements, and turnover to operations. The position reports to senior leadership at Behring Capital and interfaces with Stak Ventures (prop-tech integration) and Stak Space (flex-office operations). Core Responsibilities Project Planning Develop and maintain master schedules, phasing plans, and permitting strategies for a partially occupied high-rise. Financial Management Build and manage detailed CapEx/OpEx models; track commitments, change orders, lender draws, and partner reporting; perform scenario analyses to inform design and procurement decisions. Design & Construction Oversight Direct architects, engineers, and GCs from schematic design through commissioning. Lead value-engineering and constructability reviews while protecting design intent, code compliance, and life-safety standards. Tenant Improvements & Leasing Support Convert executed LOIs into TI scopes, budgets, and schedules. Support leasing and brokerage teams during tours and technical due-diligence; coordinate tenant build-outs through occupancy. Technology & Building Systems Select, procure, and implement PropTech systems-access control, BMS, AV, parking, sub-metering-ensuring seamless integration with the Stak Site app managed by Stak Ventures. AI-Enabled Delivery Employ data analytics and AI-based tools for schedule forecasting, cost control, clash detection, and document management; promote best practices across project consultants. Stakeholder Communication Prepare executive updates, board materials, and investor reports; lead coordination meetings; maintain issue-resolution logs. Risk & Compliance Administer insurance, lien waivers, and regulatory compliance; maintain contingency and risk registers with mitigation strategies. Required Qualifications 7-12 years of progressively responsible experience with a national or large regional developer, institutional owner, or owner's-rep firm; track record of at least one urban high-rise or large mixed-use redevelopment. Demonstrated competence in project budgeting, construction contracts (AIA or similar), lender requisitions, and financial reporting. Strong knowledge of commercial lease structures, tenant-improvement processes, and broker engagement. Technical proficiency in Procore (or equivalent), scheduling software (MS Project, Primavera, or Smartsheet), and Excel-based development models; familiarity with BIM and AI/data-analytics applications in design and construction preferred. Ability to read and coordinate architectural, structural, MEP, and low-voltage drawings; understanding of California seismic and life-safety requirements. Excellent written and verbal communication skills; experience presenting to executives and capital partners. Bachelor's degree in Construction Management, Real Estate Development, Architecture, Engineering, or related field; advanced degree or professional certification (e.g., PE, PMP, LEED, CCM) is advantageous.
