Under the leadership and general guidance of the Public Works Director, the Assistant Superintendent-Environmental Services is responsible for assisting with planning, managing, and coordinating the overall operations of the Environmental Services team. Leadership responsibilities include oversight and administrative duties of the municipal solid waste activities, including commercial and residential needs. This role is responsible for the day-to-day operations of the Environmental Services Division, including team members, fleet management, route management, street sweeping maintenance and operation, litter crew prioritization and operation and assisting with budget and route productivity.
This position is designated as an emergency essential position that requires performance of emergency duties and actions to prepare, repair and recover the City before, during and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, severe thunderstorm, flash flooding etc.) or other conditions (natural or manmade).

- Plans, directs, and supervises the work of the environmental services collection crews.
- Receives, investigates and resolves customer complaints.
- Contacts the public regarding violations of environmental services collection services, including operational concerns, addressing the ease of ingress and egress of our trucks.
- Reviews plans for new construction in regard to environmental services collection services.
- Promotes safety practices and assures all incidents and accidents are properly reported and handled according to City policy.
- Resolves complaints from the public concerning City environmental services issues.
- Assures time and work records are maintained as required.
- Prepares various types of reports.
- Supervises and leads foremen.
- Attends meetings and keeps necessary records.
- Assists with the preparation of budget information in support of the environmental services.
- Conducts regular inspections of equipment to ensure operational efficiency, safety and code compliance.
- Engages in preventative maintenance programs and records management. Directs, organizes and implements maintenance activities of various cost centers.
- Provides oversight of the street sweeper maintenance and operation.
- Oversight and prioritization of the City Litter Crews.
- Performs other duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES

- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Excellent communication skills, both oral and written.
- Knowledge of modern principles, practices, and techniques of solid waste collection and disposal.
- Knowledge of developments and sources of information in the field of refuse collection and disposal.
- Ability to plan, schedule and supervise the use of team members and equipment to successfully accomplish assigned duties.
- Ability to establish and maintain effective public relations.
- Ability to maintain records and to prepare reports.
- Ability to open and close purchase orders.
- Knowledge of effective and efficient methods and procedures for the routing of Solid Waste collection.
- Develop and maintain effective working relationships with City team members, elected officials, various agencies and the general public.
- Ability to analyze and solve complex problems independently, apply critical thinking and make sound decisions in high-pressure of emergency situations.
- Skilled in developing and implementing operational policies and standard operating procedures, with attention to detail and commitment to continuous improvement.
- Knowledge of principles and practices used in Solid Waste disposal.
- Ability to establish and implement an effective safety program for team members.
- Ability to read and understand new development plans and specifications.
