General Definition of Work

Performs works responsible for project management of capital improvement projects, assisting in designing capital improvement projects, preparing maps, plans and specifications and providing assistance to the general public and other city departments.

Essential Functions

Assists in developing preliminary and final civil design plans of streets, sidewalks/trails, water mains, sanitary sewer systems, storm water systems and other infrastructure as assigned. Reviews right-of-way and easement legal descriptions. Develops cost estimates and project schedules and attends and organizes public meetings.

Oversees the work of the design consultants to ensure that design conforms to the Citys ordinances, engineering standard specifications and engineering standard drawings. Ensures the contract obligations are met, manages plan review comments through online plan review platform, reviews right-of-way and easement documents, reviews contract documents and specifications, ensures all required permits have been issued and reviews pay requests.

Manages the bidding phase of the project, organized and attends the pre-bid meetings, answers questions and issues addenda and opens bids, evaluates bids and makes recommendations to the City Engineer.

Oversees the work of the contractor, reviews shop drawing, construction schedules and traffic control plans, ensures compliance with plans and specifications, coordinates with Construction Inspectors and assists in addressing construction issues and provides construction engineering when necessary, reviews payment requests, organizes and performs final completion inspections, completes all project close-out requirements.

Attends and organizes public meetings, assists in right-of-way acquisitions, meets with property owners to answer questions and follows up with permitting authorities to ensure compliance.

Reviews stormwater management plans to ensure compliance with city ordinances and other governing regulations.

Investigates and responds to questions from the public and other regarding projects and citizen complaints.

Performs other related duties as assigned.

Minimum Qualifications

Graduation from an accredited four (4) year college or university with a major in Civil Engineering or closely related engineering field of study or possession of Engineer-in-Training certificate or the ability to obtain an EIT certificate within two years.

Certification as Professional Engineer or Engineer in Training.

Salary $55,652, plus a generous benefit package.

  • Bi-weekly pay periods.

  • 2 days of personal leave per fiscal year. Must be employed on July 1 of the fiscal year to receive.

  • Total compensation value (Hourly starting rate plus benefits value) for this position is $79,412 yearly.
