Description

Hennepin County Public Works is seeking a Senior Engineering Technician to join the Right-of-Way Group of the Design Division within the Transportation Project Delivery department. This position will work as part of a team to coordinate between engineers, appraisers, agents and attorneys for Right-of Way Acquisitions on roadway reconstruction projects with opportunities for professional and technical growth through training and working with other experienced roadway design and acquisition professionals.

Location and hours:

This position is hybrid and will be located at the Public Works Facility, 1600 Prairie Drive, Medina, MN 55340 and remote, as job duties require. There is no public transportation to this facility. Work hours are flexible between 6 a.m. and 6 p.m., Monday through Friday. While this position is designated as hybrid, based on current requirements hires must live in or relocate to Minnesota or Wisconsin.

In this position, you will:

  • Set up parcel files in Canyon and L:drive for agents, including R/W Cert #1 subfolders.
  • Create parcel exhibits based on MicroStation CAD drawings.
  • Assist attorneys with Commissioner hearings and trial exhibits.
  • Review a high volume of Tech 4 drafted legal descriptions to ensure a high level of accuracy used for appraisal, condemnation petition, recorder's office and surveyor's office to map in County GIS.
  • Identify legal descriptions with complexities that may need to be reviewed by HC Surveyor's Office to ensure high quality legal descriptions of land acquired by the County.
  • Provide guidance with post-closing file review to ensure standardize documents are retained and duplicate documents are deleted.
  • Assist with RoW/GIS database to visually capture permanent interest in a central repository.
  • Verify easement shapes with Legal Descriptions using Net Deed Plotter software.

Need to have:

  • One of the following:

  • Five years or more experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work, including specialized experience in the function performed.

  • Current Certified Survey Technician (CST) Level 3

  • GIS Professional Certification (GISP)

  • Licensed Land Surveyor in Training (LSIT).

  • Note: One of the following may be substituted for one year of the required experience:

  • Completion of an approved highway/civil engineering technology or land surveying training program.

  • 30 college semester credits in mathematics, geography, computer science or engineering-related technical courses.

  • A valid driver's license and the ability to obtain a Hennepin County driver's permit.

Nice to have:

  • Experience:

  • With terrain surface and/or roadway drainage and storm sewer design using roadway design software.

  • Directing a work team and/or coordinating work with other functional groups/disciplines.

  • Utilizing complex computer software, such as CAD (OpenRoads, InRoads, Geopak, Civil 3D or equivalent), GIS, spreadsheets, or databases.

  • Using ArcPro GIS software.

  • Ability to:

  • Use critical thinking to make decisions based on established guidelines.
