SUMMARY

This is a technical position located in CDOT/Engineering & Operations Divisions Implementation Section. This position is responsible for technical design, coordination/implementation of traffic control and signalization projects at various levels, cost estimation, preparing specifications, and assisting in contract preparation and administration. Work involves identifying roadway hazards during construction, reviewing/preparing plans, and coordinating signal/cable construction with public utility companies, contractors, and other City departments. Work requires independent judgment and initiative, good communication skills that may involve extensive public contact, and the ability to work well in small teams. Knowledge of City codes, state regulations, and federal standards that pertain to traffic control devices, roadway design, utility installation, and related matters is preferred. Experience with AutoCad is preferred. Supervision may be exercised over semi-technical employees. As a senior level Construction Inspector, this position will serve as a mentor and provide guidance/assistance to other construction inspectors when appropriate.

Major Duties and Responsibilities:

  • Serves as mentor to construction inspectors.
  • Prepares specifications and contract preparation for the Implementation Section including, quantity take-offs, advertising, keeping unit costs/bid tabs current, and following contracts through the City Council approval process.
  • Coordinates work on assigned projects within CDOT, with other City Departments, contractors, utility companies, and governmental agencies.
  • Design and/or work with other signal designers to design and install proposed signals.
  • Prepares record plans of completed signal work using ACAD.
  • Review proposed traffic control designs/devices and recommend alternatives within the guidelines of the Departments design standards with the goal to minimize utility conflicts and to assess right-of-way needs.
  • Monitors traffic control on all assigned projects and proposes changes as appropriate.
  • Coordinates with Duke Power and prepares meter service requests for power including the appropriate billing information.
  • Prepares plans and work orders for City crews or contractors to complete traffic control, signals, signs, and pavement marking projects.
  • Maintains the status of projects in a daily diary and establishes priorities.
  • Prepares AutoCAD design plans using established formatting details including proper detail layering, line types, numbering conventions, signal and loop display standards, legends, drawing orientation, notes, traffic volumes, etc. Develops standards and details for new applications as required
  • Performs related work as required.

Knowledge, Skills & Abilities:

  • Proficiency of the principles and practices of civil/traffic/transportation engineering.
  • Knowledge of and experience in the use of the Manual on Uniform Traffic Control Devices (MUTCD) with respect to work zone traffic controls.
  • Ability to interpret and prepare engineering designs, blueprints, specifications, and construction plans.
  • Ability to schedule and coordinate adjustments, relocations, and installations of projects with various utility companies and agencies.
  • Monitor work zone traffic control and coordinate construction activities in the field.
  • Prepare plans and work orders for traffic signals, signs, and markings
  • Assist in the design and review of temporary work zone traffic control plans
  • Ability to establish and maintain effective working relationships with employees, contractors, consultants, and the public by using good customer service skills.
  • Proficiency in MS Word and Excel.
  • Experience with AutoCAD or the ability to learn is preferred
  • Knowledge of city codes, state regulations, and federal standards that pertain to traffic control devices, road design, utility installation, and related matters is preferred.
  • Ability to communicate effectively with diverse groups of people both orally and in writing.
  • Ability to perform moderately difficult technical computations, to make estimates, and to compile moderately complex engineering data and statistics

Minimum Qualifications:

  • High School Graduation or Equivalent and five (5) years of relevant work experience
  • Associate's Degree and three (3) years of relevant work experience
  • Bachelor's Degree and one (1) year of relevant work experience
  • or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties.

Preferred Qualification:

  • 3-5 years experience with construction, traffic control, or engineering-related work.
  • 3 years experience with AutoCAD or other computer-aided design is preferred.
  • 3 years experience in contract preparation is preferred
  • Experience in bridge inspection and /or repair is desired

CONDITIONS OF EMPLOYMENT
