ECMCs Strategic Development Unit is responsible for:
- Managing the strategic development of ECMC, including development of strategic plans, projects, and programs including leadership and workforce development
- Developing and overseeing all ECMC internal strategic communications
Identifying agency staffing needs
Identifying the need for and developing shared services, such as:
Digital asset management
ECMC information system management
Training
Organizational and professional development
ECMC Program Coordination
ECMC Administrative Support
Personnel performance and development
Leading organizational change management (OCM) efforts
Developing leadership and organizational resilience and succession planning
Developing and implementing ECMC information management systems (IMS)

This position exists to support ECMCs Director, Deputy Director and the Commission to lead ECMCs strategic development including the following:Coaching and mentoring ECMC leadership in best practices for strategic development
Identification of tools, language, and processes for developing strategic goals and plans
A clear roadmap as to how to engage ECMC staff in strategic development with clear benchmarks and measures of success
The development of a tangible strategic plan and roadmap
Managing the Strategic Development Unit which includes the following positions:

This position reports to the Deputy Director, Strategic Services.
Deliver Measurable and Effective Strategies for ECMC :- Oversee the strategy development process across ECMC to deliver a measurable and effective strategy for ECMC to meet its mission and goals
- Develop and implement Strategic Training and Mentoring Programs for ECMC leadership
- Facilitate strategic workshops with ECMC Director, Deputy Directors, and Managers
- Stay abreast of all rulemaking, legislative activity, and Director Recommendations to continuously improve ECMCs strategic goals and objectives
- Oversee all organizational development programs and projects including training
- Create, implement, facilitate, evaluate, and enhance ECMCs Strategic Roadmap to align with its mission created in conjunction with ECMCs Senior Business Process Analyst and other team members
- Liaise with DNR staff and other stakeholders to ensure ECMCs strategic roadmap is on track
- Identify the specific time and procure required resources needed to meet organizational strategic goals
- Evaluate potential threats to the successful implementation of strategic plans and establish mitigation strategies
- Proactively pursue sources of data and insight needed to complete strategic development analysis and ensure pace of progress and quality of analysis are maintained in line with expectations
- Oversee ECMC organizational development training and mentoring programs
Manage Strategic Development Internal Communications:
Re sponsible for overseeing ECMCs strategic communication plan including:
Internal (monthly) and external (quarterly) newsletters
Strategic website development including robust intranet
Collaboration with IT to develop a strategic dashboard
Written and verbal internal and external communications
Conference materials
Stakeholder meetings
Survey development and feedback to evaluate effectiveness of the communication plan
Ensure clear communications with internal and external stakeholders throughout the strategic development process and post process to ensure clarity of steps, areas for engagement, areas of improvement, and outputs
Lead the strategic communication process, generating critical insights and tailoring and delivering effective communications
Engage with internal and external network members within the state ensuring ECMCs strategy development process parameters are understood
Collaborate with the ECMC Community Relations Unit to align strategic communications
Disseminate regular updates through different approaches internally and externally to make certain all stakeholders are fully aware of developments and opportunities to engage
Provide regular materials for Directors and strategic team to update staff at various meetings and question and answer sessions on the strategy review process
Work with communications staff design to create and roll out a communication plan for the strategic plan and the outputs across the network, external stakeholders and the organization
- Design and manage the delivery of major projects across the unit using advanced project management skills
- Oversee the units project management in Asana
- Facilitate defined outputs and Key Performance Indicators (KPIs) of the unit including connecting and aligning the work of unit members
- Demonstrate strategic and creative leadership, management, and coordination skills in a hybrid setting
- Develop and stay abreast of energy and carbon (oil and gas) management issues in a state-wide development context to effectively lead the strategic development unit
- Give and receive regular developmental feedback and contribute actively to creating a positive, focused and effective environment for strategy development
- Manage emerging training and development programs
- Effectively manage personnel development, time management, and unit work
- Meet regularly with unit members and provide coaching and constructive feedback

Minimum Qualifications:Experience Only:
Nine (9) years of relevant experience i n a strategic or analytical management role in the areas of business analysis, strategy, consulting, program management, change management, professional development or market research covering subjects such as analysis, planning, policy, or market research.
OR
Education and Experience:
A combination of Bachelor's degree from an accredited institution in business, public or nonprofit administration; strategic development, strategic planning, strategic management, organizational change management, strategy and innovation and/or relevant experience in a strategic or analytical management role in the areas of business analysis, strategy, consulting, program management, change management, professional development or market research covering subjects such as analysis, planning, policy, or market research equal to nine (9) years.

Conditions of Employment:
- Must be willing and able to possess and maintain a State of Colorado Driver's License.
- Must be willing and able to travel to out of town hearings of the ECMC.
- May be required to work in other parts of the State for short periods of time.
