The Ronald Reagan Federal Building and United States Courthouse in GSAs Region 9 (9th Circuit) is one such high-priority project to be undertaken in FY 2023. Deteriorating elevator conditions have occurred throughout the 9-story building, and there are safety concerns relating to the buildings 9 passenger elevators and 2 service elevators originally manufactured and installed in 1998. The last major modernization on the elevators were performed approximately 25 years ago. The controls and fixtures do not meet either the current Architectural Barriers Act Accessibility Standards (ABAAS) or life-safety code requirements. The motors, generators, communication devices, call and car buttons, door operation systems, and cab interiors are in need of repair and alteration or replacement and replacement parts have become increasingly more difficult to obtain. The deteriorating conditions have led to repeated failures and shutdowns, leaving the building, at times, with an inadequate number of passengers and service elevators. These elevator failures and shutdowns are causing significant impairment to the Constitutional operations of the United States District Court for the Central District of California. Replacement of the elevator systems will provide safety redundancies and bring the passenger elevators into compliance with the current safety code.
Daily Responsibilities :
- Maintains liaison with the Owners representative; attends or conducts necessary meetings and keeps the Owner informed of construction progress, issues, and proposed resolutions.
- Coordinate design activities with relevant stakeholders.
- Ensure alignment with project requirements and GSA standards.
- Facilitate communication between design team, client, and contractors.
- Manage contractor in accordance with APSIs standard GSA Project Management Plan.
- Conduct and lead project meetings.
- Maintain photo documentation of construction progress.
- Perform regular quality inspections.
- Provide safety oversight and enforce compliance.
- Conduct labor compliance reviews.
- Review and process pay applications.
- Track and process Requests for Information (RFIs).
- Manage submittal processing and tracking.
- Prepare and submit monthly project reports.
- Control and process changes to scope, schedule, and cost.
- Coordinate building access and planned utility shutdowns.
- Ensure adherence to tenant move schedules.
- Coordinate and manage after-hours work as needed.
- Manage and/or perform Substantial Completion (SC) and Final Completion (FC) punch list inspections.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.) :
- 4-year Bachelors Degree in Engineering or Construction Management
- 5 years of relevant construction experience
- Good organization and communication skills
- Able to obtain a HSPD-Clearance.
