MINIMUM REQUIRED QUALIFICATIONS:
- High school diploma or (GED) equivalent supplemented by two years of automotive classes or the equivalent of an ASE certification in general automotive maintenance and repair
- At least four years of increasingly responsible experience in servicing fleet maintenance work
- Valid driver's license Must meet City's insurability requirements
PREFERRED QUALIFICATIONS
- At least one year in a lead capacity or six months of full supervisory experience
- Certification as a National Automotive Institute of Service Excellence (NAISE) or Automotive Service Excellence (ASE) "A" series Master Certified Technician or ASE Medium/Heavy Truck "T" series Master Certified Technician
- Associate of Applied Science or Occupational Degree in Automotive Technology
GENERAL PURPOSE:
Vehicle Shop foreman will be responsible for diagnoses of vehicles accurately and within a reasonable time frame and with a quality of work that exceeds expectations. Incumbent responsibilities include, but are not limited to diagnosing vehicles as they arrive for maintenance, communicating repairs to mechanics, assisting customers with work orders, ordering and issuing parts to mechanics and maintaining all shop inventory with accuracy.
Incumbent is expected to exercise considerable independent judgment in solving work related problems. This class is distinguished from the next higher-level class of Fleet Manager by the latter performing more ongoing administrative and fleet management duties. Incumbent is regularly responsible for assigning the work to staff and monitoring production and quality. Employees may be required to work days other than Monday through Friday, and will must be available for after-hours emergency calls. General supervision is received from Facilities and Fleet Assistant Manager or higher-level management, who reviews and evaluates work through conferences, meetings, and overall results achieved.
SUPERVISION RECEIVED AND EXERCISED: Supervise the Automotive Mechanics and Welding shop. Supervise the flow of units within the shop. Supervision is received by Facilities and Fleet Manager and Assistant Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Inputs new vehicles into the computer system
- Enters and retrieves maintenance and repair data on a PC
- Inputs and removes parts from inventory into the computer system
- Maintain a follow-up system that encourages follow through with assigned projects.
- Adheres to guidelines for acquisition, maintenance, retention and disposition of all city units and associated records.
- Supervise the flow of cars within the shop
- Supervise the work performance of Automotive Techs and General Service Techs
- Inform customers of vehicle inspection findings
- Educate and Explain required service to customers
- Create and monitor system of controls and procedures related to City units, parts inventory and tools inventory.
- Conduct an annual inventory and audit of assets and inventory for reporting to the Finance Department for audit
- Maintains working knowledge of the performance requirements for Repair Technician and Maintenance Technician jobs.
- Keeps supplies ready by inventorying stock; placing orders; verifying receipt
- Keeps shop equipment operating by following operating instructions; troubleshooting breakdowns; maintaining supplies; performing preventive maintenance; calling for repairs
- Performs field repairs as needed.
- Travels when necessary
- Evaluates the fleet and stock room operation and making recommendations to improve efficiency and workflow
- Maintains records of vehicle and equipment specifications and the surplus of vehicles and equipment
- Maintaining accurate maintenance records for vehicles and equipment repairs.
- Managing budget expenditures and evaluating replacement and projection of costs for equipment and inventory
KNOWLEDGE, SKILLS AND ABILITIES:
KNOWLEDGE OF:
- Knowledge of City procurement and purchasing procedures.
- Knowledge of light and heavy construction and maintenance equipment, automotive apparatus, and skill in the use of a variety of equipment repair tools.
- Knowledge of theory, care and operation of internal combustion engines and mechanical components for the maintenance and repair of mechanical equipment
- Knowledge of electrical systems and repair, used in equipment.
- Knowledge and theory of hydraulic systems and repair.
- Knowledge of methods, materials, tools, practices and equipment of the mechanical trade and their use in the maintenance and repair of mechanical equipment; preventive maintenance inspection methods
- Knowledge of the hazards and safety precautions of the trade
- Knowledge of principle and practices of employee supervision, training and evaluation
SKILL IN:
- Operating a PC and Microsoft Office applications
- The diagnosis, tear down, repair, and paint mechanical equipment
- Use and care of tools employed in all phases of repair and maintenance
- Effectively using interpersonal and communications skills including tact and diplomacy
- Effectively using organizational and planning skills with attention to detail and follow through
- Coordinating and maintaining Vehicle maintenance and repairs in databases
- Implementing processes in relation to inventory, scheduling repairs and safety.

- Prepare and maintain automated records
- Use diagnostic equipment and diagnostic techniques to locate mechanical troubles and determine appropriate maintenance work
- Effectively plan, assign, supervise, evaluate and the work of Mechanics
- Report work status and special problems to higher-level management in a timely manner
- Maintain records of repairs, make repair orders and track time worked, emergency repair, prepare requisitions, order maintenance supplies
- Have ability to communicate effectively, verbally and in writing
