Incumbent serves as Superintendent for the Steuben County Highway Department, responsible for overseeing administration and direction of personnel and operations, and ensuring proper maintenance and repair of County roads, bridges, and rights-of-way.****Duties:**Oversees and directs Department operations, including administering payroll functions, and ensuring timely completion of required reports, forms, and paperwork.Assists with supervising and directing personnel, including reviewing applications, making hiring recommendations, planning and making work assignments, and providing training.Ensures proper maintenance and repair of County roads, bridges, and rights-of-way. Directs Foreman, making work assignments, outlining specifications, and preparing work schedules for construction and maintenance projects.Oversees and monitors construction activities, work schedules, and costs, and ensuring compliance with specifications, deadlines, and budget.Responds to inquiries, requests, and valid complaints from the public, other government agencies, schools, utility companies, and news media, regarding condition and maintenance projects.Oversees maintenance of Department vehicles, machinery, and equipment, recommending placement as needed. Severs on 24-hour call for emergencies. Performs related duties as assigned.**Requirements:**High school diploma or HSE with previous management experience.Thorough knowledge of highway and County roads, including highway rules and regulations regarding construction, and use of public funds, knowledge of INDOT requirements and procedures.Thorough knowledge of and ability to make practical application of standard practices and procedures of road repair, re-surfacing, plowing, and general maintenance, and ability to assess County needs.Thorough knowledge of rules and regulations regarding road construction and maintenance, and ability to plan, prioritize, and coordinate related projects.Thorough knowledge of and ability to make practical application of Department safety policies and procedures and applicable OSHA safety policies and procedures.Practical knowledge of budget administration, with ability to forecast Department needs, develop operating budgets, motor vehicle highway funds, local road and street funds and administer upon approval.Working knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, email, internet, and Department-specific software systems, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare correspondence and detailed reports.Ability to effectively assist with supervising and directing personnel, including reviewing applications, making hiring recommendations, planning and making work assignments, and providing training.Ability to effectively listen, comprehend, and communicate orally and in writing with coworkers, other County departments and agencies, schools, vendors, utility companies, contractors, INDOT property owners, news media, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.Ability to count, compute, and perform arithmetic operations.Ability to compile, classify, and analyze data and make data-driven decisions.Ability to plan and layout work assignments and apply knowledge of people and locations.Ability to read and interpret detailed blueprints, specifications, plans, and maps.Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time, and work rapidly for long periods, occasionally under time pressure.Ability to occasionally work extended, evening, and/or weekend hours, and occasionally travel out of town sometimes overnight.Ability to respond to emergencies on a 24-hour basis.Possession of a valid driver's license and a demonstrated safe driving record and Commercial Drivers License (CDL).**Difficulty of work**:Incumbents duties are broad in scope and substantial intricacy with many variables and considerations.Incumbent works according to legally defined procedures and technical specifications, Department goals, objectives, policies, and procedures, using independent judgment in adapting and accepted procedures to specific situations and circumstances within budget constraints.**Responsibility**:Incumbents performance has a major impact on overall Department operations and functions, and work is reviewed for achievement of desired results, which are clearly specified, and conformity with overall policies and procedures of Department.Unusual problems and situations are discussed with supervisor.**Personal Work Relationships:**Incumbent maintains frequent contact with co-workers, other County departments and agencies, schools, vendors, utility companies, contractors, INDOT, property owners, news media, and the public, for purposes of exchanging information, rendering service, instructing, and negotiating. Incumbent reports directly to County Engineer.
