Receives, reviews, prioritizes, schedules and evaluates work requests from agency departments; plans, coordinates and supervises the maintenance, repair and modification of agency facilities and grounds; oversees remodeling and construction projects; monitors, reviews and inspects work performed by contractors and vendors; recommends service and facility improvements.

Makes recommendations for service improvements; ensures the agencys facilities and buildings and maintain a high standard of cleanliness and safety.

Work on selected capital rehabilitation projects; attends construction meetings, oversees the work of staff and hired contractors; reviews and inspects work in progress and ensures compliance at completion.

Participates in monitoring and compliance with environmental regulations and requirements; participates in review and maintenance of agency emergency response plans, hazardous waste reduction and related plans; provides information overview to others on agency emergency policies, procedures and hazardous materials awareness.

Prepares draft project designs for minor remodels; estimates and orders materials and equipment; establishes project timeframes; approves and monitors designated related facilities maintenance expenditures and provides input to the facilities maintenance budget.

Responds to inquiries and complaints ensuring necessary follow-up; confers with and advises others providing advice, problem solving assistance, answers to questions and interpretation of agency goals and policies.

Collects, maintains and evaluates a variety of information and data; maintains databases and prepares reports; provides input for department budget preparation; serves on assigned committees.

Participates in hiring staff; supervises, assigns work to, coordinates, monitors and evaluates facilities staff; provides for and/or conducts training and/or staff development; develops implements and monitors work procedures and standards; initiates corrective and/or disciplinary action and responds to grievances and complaints according to established personnel policies and procedures.

High school graduation or GED and three (3) years of increasingly responsible experience in journey-level building maintenance and/or construction including one (1) year of lead work and/or supervisory experience; skilled experience in at least two (2) specialty areas of the skilled trades (carpentry, construction, plumbing, electrical, painting and grounds keeping) and one (1) year of experience reading and interpreting blueprints, schematics, diagrams and technical manuals.

Knowledge of:

  • Materials, tools, equipment and methods used in repair, maintenance and construction of buildings and facilities
  • Building construction principles and practices including familiarity with building construction, plumbing, electrical and mechanical trade codes
  • Materials, chemicals, methods and practices used in custodial work
  • ADA accessibility requirements required for construction and regarding placement of bus stops/shelters and signs.
  • OSHA safety standards related to assigned tasks and equipment operation and maintenance
  • Laws and regulations for handling, clean-up and storage of hazardous materials
  • Lockout-tagout and confined space entry procedures
  • Regulations regarding placement of signs and shelters
  • Principles and practices of supervision
  • Coordinating and monitoring Storm Water Management and sample testing compliance
  • Sustainability measures, practices to include low impact development and energy reduction

Skill in:

  • Performing, reviewing, monitoring, prioritizing custodial, building and landscape maintenance
  • Working with electrical, mechanical, heating and ventilation systems
  • Safe operation of shop vehicles, hand and power tools and equipment
  • Developing preventive maintenance procedures and schedules for commercial facilities
  • Sketching concepts for remodeling projects, estimating and ordering supplies and parts
  • Reading and interpreting blueprints, schematics, diagrams and technical manuals
  • Project management, preparing plans and developing timetables
  • Supervising, developing, motivating, training and evaluating staff
  • Responding to emergencies and environmental issues
  • Keeping accurate and detailed records
  • Communicating effectively orally and in writing
  • Using personal computers, preventative facilities maintenance software, HVAC building management systems, electronic keycard security systems and office software including word processing, spreadsheets and database programs in a Windows-based operating environment
  • Working under pressure, addressing problems and tasks that arise simultaneously and/or unexpectedly including emergency/severe weather procedures
  • Establishing and maintaining effective working relationships with other Kitsap Transit employees and the public
