The City of Oxnards Public Works Department, Engineering Division, is seeking a Construction Inspector with strong technical knowledge, interpersonal skills, a customer service orientation, and a history of effective partnerships and problem-solving to be part of the team.

WHAT YOULL DO:

  • Enforces a variety of City standards and ordinances and regulations.

  • Performs inspections of land development, public works, and capital improvement projects during construction and remodeling to ensure compliance with applicable codes and regulations.

  • Confers with architects, contractors, builders, and the general public in the field and office; explains and interprets requirements and restrictions; keeps records and prepare reports on computers as necessary.

  • Inspects the construction and/or placement of storm drains and flood control devices, concrete structures, gutters, sidewalks, asphalt, paving materials, sewers, and water lines; as well as traffic signal construction and modification.

  • Inspects rough and fine grading operations, corrects line and grade, and trenching backfill.

  • Arranges and participates in pre-construction conferences with contractor; negotiates and prepares contract change orders within the limits of design and construction; oversees completion of approved changes.

  • Schedules and performs final inspections which include rough grading, concrete placement, asphalt paving, drainage and flood control structures, surveying, final grade and drainage, and sewer and water lines; closes all projects preparing completion notices, final payments and bond release letters.

  • Develop cost estimates for work required if assigned to capital improvement projects; prepares progress payments and maintain project records; records and authorizes monthly progress payments; and issues stop work orders if required for Public Works Projects.

  • Performs inspections and monitors prevention control including air pressure and leakage tests for sewer and water lines; performs inspection of video-taped storm drain pipeline construction; verifies water chlorination/disinfection residual counts as required.

  • Reviews soil reports to ensure compliance with Municipal Code; checks for soils compaction and soil/aggregate gradations.

  • Coordinate, manage, and monitor fire flow test permits carried out by private contractors and engineers.

  • Provides customers with additional knowledge; provides post-disaster evaluation; and performs related duties as required.

  • Serving on rotating emergency stand-by response.


Payroll/Classification Title: Building/ Construction Inspector

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Code Compliance Inspector in that it is focused on inspecting building, construction and/or electrical systems and compliance with codes, specifications, safety and quality standards.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.

WORK SCHEDULE: The normal work week is Monday through Friday 7:00am to 3:30pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work. (This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.)
  • Prioritizes and performs inspections to ensure building and site safety by providing review of plans, sites and permits; monitors construction activities; conducts field inspections; monitors construction schedules and compliance with job specifications; performs plan checks and inspects electrical building systems and installations; monitors traffic control measures; and/or reviews requirements and enforces regulations by providing technical guidance and expertise.
  • Receives and responds to inquiries; conducts research of code requirements; provides customer service and support to contractors, developers, utility companies, agencies, business owners, engineers, architects and/or the public; provides information; resolves issues and problems.
  • Prepares and files permits, supporting documentation and reports for project completion; prepares progress payment information; maintains reports, files and records; enters and maintains data.
  • Performs other duties of a similar nature and level as assigned.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
Positions assigned to construction inspection may be responsible for:
Providing inspections for the Citys public works field and construction projects;
Reviewing project plans and permits;
Maintaining records and reports;
Monitoring construction schedules;
Conducting field inspections of public works facilities such as underground pipelines, roadways, sidewalks, driveway, medians, curb and gutters;
Serving on rotating emergency stand-by response.

The following are minimum qualifications necessary for entry into the classification:

EDUCATION:

  • High School Diploma or GED

EXPERIENCE:

  • One (1) year of vocational training in civil engineering, construction technology or related field
  • Three (3) years of related experience.

LICENSE/CERTIFICAT ION:

  • Valid California Class C Drivers License with a satisfactory driving record
  • Engineering or Civil Works Inspector certification issued by the American Construction Inspectors Association
  • APWA (American Public Works Association) Public Works Inspector Certification is highly desirable

OTHER REQUIREMENTS:
  • Must be able to effectively communicate in English, both orally and in writing

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.
