Duties Description Under the direction of the Professional Engineer 1 (Civil), SG-24, who serves as the head of Regional Maintenance, the incumbent will manage the Utilities and Transportation Infrastructure Section within the Allegany Regional Maintenance Department. This section includes the electrical and line crew, pumping and water and wastewater treatment, highways and roads, and regional trails units. Duties include, but are not limited to:
- Provides managerial oversight for all day-to-day operations within assigned units, including checks of and support for, all ongoing projects. Provides intensive field oversight as needed or assigned.
- Provides daily direct supervisory oversight over crew leaders for each unit, and informs or otherwise directs prioritization of projects and workload for each unit in consultation with the Regional Maintenance Engineer and each unit's crew leader.
- Works in collaboration with Professional Engineer 1 (Civil) and other external operational facility management and department heads to coordinate and execute various tasks and projects, including scheduling work and maintaining project schedules once work has started.
- Ensures compliance with agency and regional policies and procedures while effectively and efficiently executing departmental obligations.
- Plans, assigns, and assists with the creation and completion of projects that contribute to the operation and maintenance of facilities within the Allegany region.
- Instructs, provides training, monitors, and evaluates staff to ensure that assigned tasks are completed correctly, safely, and in a timely fashion.
- Develops performance programs and formally evaluates staff performance; identifies, recommends, and facilitates training opportunities to help staff improve skills and abilities.
- Helps develop budgets for assigned regional maintenance units.
- Manages assigned budgets for discretionary spending and seasonal employees.
- Assists in the development of capital project needs and requests.
- Manages inventories of assigned departmental equipment and vehicles and ensures proper maintenance thereof.
- Evaluates and ensures the readiness and availability of equipment and staff for assigned units to meet the requirements of unscheduled emergencies.
- Attends recurring management-level meetings within the region.
- Conducts section-wide meetings on a continuous basis to ensure communication of priorities and dissemination of necessary information.
- Participates in and helps facilitate weekly interdepartmental meetings within Regional Maintenance to coordinate with the building trades & fleet section manager and Regional Maintenance Engineer.
- Develops maintenance programs as needed to ensure proactive measures are being taken to avoid operational interruptions.
- Maintains activity reports along with other required written records.
- Assists in emergency response functions as assigned.
Minimum Qualifications NY HELPS Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Two years of second-level supervisory* experience in any of the areas listed below:
Either 1. maintenance and operation of a physical plant;
Or 2. building construction;
Or 3. building renovation and/or repair projects.
- In order to be considered second-level supervisory experience, you must have direct supervisory responsibility for workers who also supervised one or more workers or incarcerated individuals.
- If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
- New York State residency is not required.
Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Reassignment Qualifications:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Maintenance Supervisor 3 to be eligible for reassignment.
70.1 Transfer Qualifications:
Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Maintenance Supervisor 2.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Additional Comments OPERATIONAL NEEDS:
- Must possess and maintain a valid driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
- Must be willing and able to respond to emergencies and answer calls outside of the normal work schedule.
- Must be proficient with Microsoft Office programs such as Excel, Outlook, Word, etc.
PREFERRED EXPERIENCE:
- In-depth knowledge of at least two trade areas which will be under the purview of this position, one of which must be related to one of the following: electrical, plumbing, potable water treatment, or wastewater treatment.

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
