Chief Building Inspector

Salary Range: $85,282.28 - $120,004.14

NATURE OF WORK

This is administrative and technical work in securing compliance with ordinances and regulations relating to building construction, safety and zoning.

Work also requires the administration of all provisions of the adopted building, mechanical, plumbing, electrical, and related codes and obtaining compliance with specific standards of materials, workmanship, and safety, and for the enforcement of zoning and related ordinances. Supervision is exercised over subordinate employees. Work is performed with considerable technical independence following policies, procedures, statues and ordinates. Supervision is received from an administrative superior.

ESSENTIAL FUNCTIONS:

The following examples of work are illustrative only and are not intended to be all inclusive:

  • Plans, organizes, supervises, participates in, and evaluates the enforcement of all appropriate municipal codes and zoning ordinances.
  • Overlaps duties with zoning and planning.
  • Inspects structural, plumbing, mechanical, electrical, and related construction.
  • Directs the work of subordinate employees engaged in the inspection of this work.
  • Conduct approach and sidewalk inspections outside city limits.
  • Enforce flood plain regulations, serve as FEMA certified flood plain manager.
  • Conduct flood plain inspections and ISO outreach.
  • Provides technical information to the Board of Adjustment and the Planning Commission on setback variances; prepares ordinances for new codes and amendments.
  • Helps Public Works with grading permits inside and outside city limits.
  • Serves as secretary for various building, plumbing, and mechanical boards.
  • Assist with gas line inspections for utility dept.
  • Reviews residential and commercial construction plans and determines appropriate changes.
  • Reviews applications and issues permits. Issues roll off permits.
  • Advises architects, designers, contractors, and developers on code and design requirements.
  • Oversees licensing of contractors.
  • Investigates complaints; oversees nuisance abatement; issues stop orders; condemnations and testifies in court.
  • Coordinates with other entities, including the Police Department and Fire Department regarding unsafe/unsanitary red tags.
  • Provides customer service.
  • Performs other work which is consistent with the essential functions of the job.
  • Responsible for all addressing/ work with dispatching and utilities on problem addressing.

DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS

  • Thorough knowledge of all types of building construction materials, and methods and stages of construction, when possible, violations and defects may be easily observed and corrected.
  • Thorough knowledge of municipal building, construction and related codes including zoning ordinances.
  • Ability to read and interpret complex plans, specifications, and blueprints.
  • Ability to analyze and recommend proposed changes in municipal codes and ordinances and to apply regulations uniformly.
  • Ability to utilize standard office and permitting software.
  • Ability to establish and maintain effective working relationships with contractors, architects, staff and the public.
  • Ability to communicate effectively, orally and in writing.

MINIMUM QUALIFICATIONS

Graduation from high school or equivalent GED; supplemented by college-level courses in building construction trades; thorough experience in building construction, inspection, or code enforcement; or any equivalent combination of training and experience that provides the knowledge, abilities, and skills.

NECESSARY SPECIAL REQUIREMENTS

  • Certification as a Building Inspector by the International Conference of Building Officials within 12 months of employment.
  • Plan review certification within 12 months of employment.
  • Certified Floodplain Manager within 12 months of employment.
  • Onsite Wastewater Professional certification with the State of Nebraska within 12 months of employment.
  • Employee must possess and maintain a valid Nebraska Driver's License when operating a vehicle.
  • Employee must reside within 25 miles of the City limits of Fremont, Nebraska.
