Position Purpose

Responsible for operational management of all Real Estate Office (REO) building maintenance, repair, and operations. Administers timely and cost-effective resolution to reactive work order requests, preventative work orders, and plans and executes all unit turnovers expeditiously throughout the portfolio. Manages the maintenance technician team of dedicated REO technicians and support the Senior Operations Manager as required.

Required Qualifications - Skills, Knowledge and Abilities

High School degree, or the equivalent.

Ten years of relevant experience in general building maintenance or the equivalent.

Experience with the efficient and effective turnover of multi-family rental units.

Must have a valid driver license and be able to qualify as a Dartmouth Approved Driver.

Exhibit proficiency in trade related skills including domestic plumbing and electrical systems, and minor carpentry.

Exhibit leadership skills and serve as example of appropriate performance.

Good written and verbal communication skills.

Ability to plan and organize work, and to independently accomplish work assignments.

Effectively use computers and required technology.

Demonstrated customer service orientation.

Professional behavior and appearance.

Ability to work and communicate with a diverse community.

Key Accountabilities

Description

Rental Property Management

Under supervision from the Senior Operations Manager, leads maintenance and turnover operations for all REO properties.

Lead the REO maintenance staff, fostering teamwork and collaboration to enhance service-delivery excellence.

Coordinate with Property Managers to ensure seamless completion of work orders.

Prioritizes, organizes, schedules and inspects the minor repairs and maintenance of Dartmouth's real estate.

Defines specifications of work to be performed.

Works with FO&M personnel planning and managing the scope and schedule of work orders to be performed by FO&M technicians and ensures proper time-recording for billing.

Coordinates and inspects work performed by outside contractors, as required.

Orders supplies needed for maintenance staff, consumables, repair parts, and tools.

Inspects work in progress to ensure that constituent requirements, quality standards and schedules are being achieved, and that work is performed in a professional manner. Monitors institutional and departmental standards as they pertain to work performed.

Supervises the Facility Service Center process for REO buildings, including managing the work order and control systems (Planon) and unit/building and maintenance databases, ensuring efficiencies in estimating, planning, scheduling and organizing support for all the trades.

Conducts necessary reports and analysis.

Collaborates, as needed, with the other facilities offices regarding the smooth and accurate flow of information to support timely decision-making.

Observes and reports in a timely manner any defects, deterioration, and wear/tear on rental units. Verbally communicates emergencies and/or describes trade work that involves major repairs for input into work order system.

Performs inspection of vacant rentals for repairs, floor refurbishment, painting and cleaning.

Performs or supervises move-out and security deposit inspections, and supports Property Managers with any disputes.

Maintains inventory of furnishings and supplies used for residential units, as well as inventory for VP units. Monitors compliance with safety rules and regulations.

Implements heat watch schedule in support of Property Managers.

Acts as liaison to tenants, Property Managers, and Senior Operations Manager.

Staff and Fiscal Management

Directs the supervision of the REO maintenance staff.

Serve as a point of escalation for customer issues related to work order completion and service-related matters, taking necessary action to resolve or escalate to Property Managers and the Senior Operations Manager.

Guides and gives technical and managerial assistance to subordinate employees in the performance of their duties.

Serves as primary contact for all union related issues.

Addresses staff/management issues including labor relations, individual and group behavior, diversity, team building practices, hiring, discipline, and performance evaluations.

Assumes responsibility for timecards, accident and incident reporting.

Attends meetings in manager's absence.

Escalates to Senior Operations Manager if any repair is estimated to cost more than $10,000 to resolve.
