CLASS SUMMARY Under the direct supervision of the Assistant Public Works Superintendent, the employee in this position is responsible for the efficient operation of both the Water Distribution Collection systems and all their related equipment. ESSENTIAL DUTIES AND RESPONSIBILITIES (Any one position may not include all the duties listed nor do the listed examples include all duties which may be found in positions of this class. Allocation of positions to this class will be determined on the amount of time spent in performing the primary duties.) Operates equipment required to excavate water and sewer line breaks, including installing and working inside trench boxes. Performs day-to-day duties independently and uses equipment and facilities to accomplish department priorities in accordance with adopted policies and procedures. Performs skilled work in the operation of large complex construction equipment in maintenance and construction activities Performs basic preventative maintenance to and the operation of equipment requiring highly skilled manipulation of controls and attachments in maneuvering for safe and efficient operations. Makes repairs to water and sewer lines. Maintains division records, including inventory or repair parts, ordering and stocking parts, and preparation of reports. Assists with water main flushing, fire hydrant repairs and hydrant maintenance records. Maintains equipment and interior space of Division maintenance shop. Performs related tasks as assigned. Operates Jet-Vac-Truck and TV truck in the process of sewer inspection, cleaning and repair. Operates equipment such as a front-end loader, dump truck, backhoe, sewer jet, etc. Ability to follow written and oral instructions. Ability to speak effectively to communicate with the public and other employees. Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percentages. Knowledge of mechanical and electrical equipment as well as function and repair. Ability to solve problems as related to equipment failure and effectively make repairs with little supervision at times. Ability to apply logic to problem solving. Ability to maintain good rapport with residents and the general public. Skill in the use of personal computers, automated systems, laser levels, etc. Must establish and maintain effective working relationships with superiors, employees, vendors, contractors, City Officials and the general public. Must provide a high level of customer service by being courteous, responsive, respectful and helpful in all interactions with staff, superiors and the general public. Must have regular, reliable and punctual attendance. Must follow and comply with City rules and policies. The employee must regularly lift and/or move up to 100 pounds. While performing the duties of this job, the employee frequently works in outside weather conditions, with some conditions being very adverse. The employee frequently works near moving mechanical or energized electrical equipment or equipment parts. Employee is frequently exposed to fumes or airborne particles and toxic or caustic chemicals. The noise level in the work environment is usually moderate. MINIMUM QUALIFICATIONS Graduation from an accredited high school or G.E.D. Knowledge of mechanical, electrical equipment, and computerized systems associated with the collections and distributions industry. Ability to make arithmetic computations, calculate fractions, decimals, and percentages. Ability to read and interpret meters, gauges, various technical materials, books, manuals. Ability to plan and organize work activities and preventative maintenance schedules. Ability to maintain accurate written and/or electronic records. Ability to proficiently operate predetermined pieces of equipment. Ability to establish and maintain effective working relationships with supervisors, employees, vendors, contractors, service technicians, product representatives for informational and technical assistance, City Officials, and the general public. Knowledge of and ability to apply all related City, State, and Federal safety procedures. Ability/availability to work overtime and hours/days/time periods as required and/or necessary. Ability to solve problems as related to equipment failure and effectively make repairs with little supervision at times. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. LICENSE, CERTIFICATE, OR OTHER REQUIREMENTS (All required licenses and certificates must be current, and the privileges granted under each cannot be suspended or otherwise encumbered.) Must possess a valid State of Ohio driver's license. Possession of or the ability to obtain within one (1) year, a valid State of Ohio Class A commercial driver's license with air brake endorsement. Possession of or ability to obtain within one (1) year from appointment, a State of Ohio EPA Class I Water Distribution License. This license must be maintained, valid, and renewed as required. Possession of or the ability to obtain within one (1) year of appointment, a PACP coding Certification as standardized in the Pipeline Assessment Certification Program (PACP).
