Job Summary:
Under moderate supervision, performs skilled electrical work in the installation, alteration, maintenance, and repair of electrical systems, equipment, and fixtures in Water and Wastewater systems. Employee performs Journeyman-level electrical work involving moderate to complex electrical maintenance and repair operations as well as installation work. Completes in-depth and timely troubleshooting and repairs of all industrial related electrical equipment. Provides general facility maintenance activities to electrical equipment and fixtures at the Water and Wastewater facilities. Trains workers in electrical safety and maintains a clean and safe working environment. Work is often performed in cramped, dirty and noisy environments in close contact with high voltage.
Essential Duties & Responsibilities:
Perform skilled journeyman level electrical work on industrial and commercial machinery troubleshooting, conducting repairs, installation, and maintenance of both AC and DC electrical systems, including Programmable Logic Controllers (PLC's), motor control cabinets, Uninterruptible Power Supply (UPS) systems, generator back-up systems, automatic transfer switches (ATS), motors, panels, switchgear, primary power switches, and related electrical components throughout identified facilities.;
Anticipate impact of equipment failure and identify planned and specific steps to minimize down time, and devise workarounds as appropriate;
Communicate clearly and appropriately to staff before, during and after planned or unplanned equipment failures or maintenance;
Design and install both minor and complex electrical systems including conduits, wires, relays, pull boxes, switch boards, gas alarm systems, and switches required in making additions, extensions or alterations in industrial electrical systems;
Diagnose malfunctioning systems, apparatus, and components using test equipment and hand tools to locate the cause of a breakdown and correct the problem and complete appropriate paperwork;
Repairs and replaces defective parts in motors, generators, pumps, relays, storage batteries, switch boards, control panels, wiring circuits, switches, lighting, disconnects, breaker panels and other electrical equipment;
Inspects both Water and Wastewater electrical systems, equipment, and components to identify hazards, defects, and the need for adjustment or repair, and to ensure compliance with both codes and City specifications;
Coordinate and inspect electrical maintenance and project work performed by contracted electricians and contractors;
Test energized electrical systems and continuity of circuits in electrical wiring, equipment, and fixtures, using testing devices such as ohmmeters, voltmeters, FLIR and computers to ensure compatibility and safety of system;
Develop and implement maintenance and inspection plans to ensure reliability, sustainability and security of electrical distribution infrastructure;
Execute high voltage (12,470 V) primary power switching, utilizing appropriate PPE, and switching procedures to isolate and/or restore power due to an outage to plant facilities. NOTE: This requires a high level of accountability.
Perform maintenance on medium voltage (4160V) equipment for Lonstar blowers.
Educate maintenance and operations personnel in proper electrical procedures, including safety;
Review blueprints & designs to identify code violations, unsafe electrical designs and report findings to appropriate personnel;
Maintain a database containing various records, including: drawings, repairs, purchases, Arc Flash studies, and work orders;
Adhere to electrical codes, and procedures and policies regarding safety;
Estimate time and materials needed to perform maintenance and repair activities;
Fully and accurately inform supervisor concerning work issues and problems;
Demonstrate cooperative behavior with supervisors, colleagues, vendors, and contractors at all times;
May be involved in programming, maintaining PLC's, soldering, splicing, and ARC flash testing.
Maintain work areas, tools, vehicles, and equipment in a clean, orderly and safe condition;
Perform industrial Water and Wastewater safety procedures and proper use of varied PPE, such as: Personal Gas monitors, safety glasses, goggles, respirators, lockout tag-out, confined space entry;
Work on-call or overtime as needed;
Performs other duties as assigned.
Job Specifications:
Five (5) years of industrial plant electrical experience performing journey-level work installing, maintaining and conducting repairs on industrial electrical systems, or a combination of education, experience, or training that provides the knowledge, skills, and abilities necessary to perform the duties of this position.
Knowledge, Skills & Abilities:
Must possess a working knowledge of the National Electric Code, NFPA 820, state and local requirements for the installation and maintenance of industrial related electrical systems;
Must exhibit a working knowledge of occupational hazards and standard safety precautions of the electrical trade;
Must be skilled in the use of test instruments such as multi-meters, power monitors, Ohmmeters, meggers and line tracers;
Must read and interpret circuit diagrams, electrical blueprints and schematics;
Must have proficient computer skills, including Microsoft Office Suite (Word, Excel, Outlook);
Working knowledge of SCADA systems preferred;
Working knowledge of Asset Management Software preferred;
Functional knowledge of electrical installation requirements; the appropriate use of lock out/tag out safety procedures; relevant occupational hazards and standard safety precautions;
Functional knowledge of programmable logic controllers, variable frequency motor drives, starters;
Functional knowledge of medium voltage and high voltage electrical equipment and systems;
Basic understanding of uninterrupted power supplies and systems, fire alarm systems, HVAC control circuits, gas alarm systems, large generator back-up systems; automatic emergency transfer switches, and phone systems;

Ability to ensure proper management of electrical distribution documents (manuals, diagrams, instrument data sheets, etc. through record retention procedures.
Licensing and Certifications:
Valid Idaho State Journeyman Electrician's license;
Must have and maintain a valid Idaho Driver's License.
Work Environment and Physical Demands:
Ability to lift 50+ lbs.;
Utilize a pickup truck;
Use of a truck mounted crane, man lift, reach lift, and forklift;
Frequently works near moving mechanical parts and in outside weather conditions;
Frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals and vibration;
Work is performed in and around large machinery and electrical machines, pumps, and related equipment; in areas with moving equipment; above and around large pools of waste water;
Requires driving a motorized vehicle or maintenance equipment;
