Why does the job exist?
This position manages the Petroleum Storage Tank Bureau's (PSTB) operations and staff by supporting the daily operations of the PSTB Bureau including but not limited to the tank fee collection, tank invoicing, contract management, and resource management operations of the Bureau. The operations staff provides administrative support to the Bureau, including but not limited to data entry, correspondence to tank owners/contractors, records management by providing support to the Remedial Section, Prevention Inspection Section, Reimbursement Section and Tank Registration Section. This position supports and functions as backup to the Corrective Action Fund Manager including administering and managing the cost recovery program which includes maintaining the appropriate records to support cost recovery efforts and pursuing cost recovery when appropriate.
How does it get done?
- Plan, develop, and implement procedures to streamline PSTB operations by aligning duties, projects, and activities with PSTB's business and organizational objectives.
- Coordinate with PSTB Section Managers, team leads, and external parties to ensure all Sections are resourced for long-term planning and execution of initiatives.
- Balance competing priorities with the necessity and broad impact of Corrective Action Fund activities in support of the Bureau's mission.
- Ensure timely completion of PSTB grant deliverables and reporting requirements.
- Manage and direct financial and administrative staff.
- Recruit, train, and retain a motivated, informed, and productive team.
- Direct staff to support fee collection, fee-based services, and contract management in compliance with applicable regulations.
- Coordinate with the Bureau Chief, Section Managers, Division Deputy Director, and Division Financial Manager to forecast and secure funding for Bureau needs.
- Oversee procurement of professional services, contract development and management, and grant application processes.
- Ensure transparent, accountable, and collaborative execution of projects and spending, while meeting all grant reporting and documentation requirements.

- New Mexicans to protect and restore the environment
- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations
- Internal staff
Ideal Candidate
Ideal Candidate will have experience in the following:
- Supervise and promote motivation and employee success by planning, directing, and implementing projects, and activities incorporating Bureau's business and organizational objectives
- State procurement processes and grants management
- Developing and improving Standard Operating Procedures (SOPs)
- Project management skills with focus on planning, development and implementation
- Communicate effectively and professionally, verbally and in written communications
- Working within a regulatory framework
Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
