The Opportunity

WSDOT is seeking a dedicated professional to serve as a Highway Maintenance Supervisor within the Olympic Region Highway Maintenance Program. The purpose of this program is to ensure that highway infrastructure, WSDOT facilities, and fleet are maintained in good working order; to operate the highway system effectively and safely; to respond to natural disasters, weather events, construction impacts, and emergencies; and to provide environmental stewardship of lands owned or maintained by WSDOT. Under the direction of the Superintendent and Assistant Superintendent(s), this position will be responsible for supervising Highway Maintenance Workers who regularly perform skilled maintenance tasks on assigned roadways. The Highway Maintenance Supervisor will also assist personnel by operating a wide variety of maintenance equipment and tools. Public and employee safety is a top priority and must be considered in every decision and activity.

What to Expect

This position performs field duties that is often physical in nature and performed outdoors, in all types of weather conditions, next to high-volume, high-speed traffic, and at elevated heights, above 25 feet over land or water next to high-volume, high-speed traffic that may require standing for extended periods of time. A typical schedule is Monday through Thursday, 40-hours per week, for 4, 10-hour days. Weekends and holidays may be required to respond to non-scheduled or call-out emergencies. Occasional call-out/call-back for overtime required.

Among the varied range of responsibilities held within this role, the Highway Maintenance Supervisor will:

  • Plan, prioritize, assign, and review the work of assigned staff; ensure staff perform assigned job duties timely, accurately, and within established guidelines and communicated expectations.
  • Adjust assignments and schedules to maintain adequate staffing levels.
  • Coordinate equipment, materials, and personnel with fellow Highway Maintenance Supervisors and Highway Maintenance Worker 3s.
  • Review daily records and reports of maintenance activities for accuracy.
  • Enter and review assigned maintenance activities into computerized systems.
  • Coach and mentor employees; assess training needs of staff; provide training and staff development; and provide feedback, and guidance; interview, evaluate, and select candidates for employment and promotional opportunities.
  • Ensure staff have access to the tools and equipment needed to successfully perform assigned job duties.
  • Conduct crew safety and training meetings; establish and maintain a proper and safe work zone for crews and the travelling public.
  • Perform daily highway maintenance operations; maintain roadways for open travel.
  • Operate Class A, B, or C Commercial Drivers License (CDL) highway equipment for maintenance operations, power tools and hand tools.
  • Respond to emergency situations.

Qualifications

To be considered for this opportunity, the following are required :

  • A high school diploma, GED certificate, or equivalent.
  • Two (2) years of experience as a Highway Maintenance Worker 3, Bridge Maintenance Specialist Lead, Maintenance Specialist 3, or equivalent combination of experience.
  • Two (2) years of experience leading or supervising a diverse workforce, with a demonstrated leadership skills to work across boundaries; build and maintain effective teams; coach, mentor, and train a diverse workforce; and encourage employee engagement.
  • A valid Class A CDL with N endorsement to legally operate vehicles in Washington State.
  • A valid Traffic Control/Flagging card and experience performing traffic control per MUTCD including planning, setting signs and cones or barrels, and flagging; or ability to obtain flagging card within six (6) months of hire.
  • A Washington State Pesticide Applicators License; or obtain within six (6) months of hire.
  • A sound background in all aspects of highway maintenance.
  • Demonstrated experience working and communicating in emergent/high stress situations while remaining professional, calm, composed, focused, aware of larger issues and concerns (the bigger picture), and objective.
  • Demonstrated ability to work independently and prioritize workload, with the ability to handle multiple assignments.
  • Demonstrated knowledge of safety standards, construction industry standards, and heavy equipment operation.
  • Written, verbal, and presentation skills to effectively communicate information to diverse audiences, including those with non-technical backgrounds, in a professional and respectful manner.
  • Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and various system databases utilized for project tracking, and information and asset management.
  • The ability to obtain and maintain valid First Aid/CPR Certification.
  • The ability to transport, move, and manipulate various types of equipment weighing up to 50 pounds.
  • The ability to respond to emergency situations in all weather conditions 24 hours a day, 7 days a week.
  • The ability to traverse varied surface conditions, perform working duties on uneven terrain, and climb in and out of equipment.

It is preferred that qualified candidates also have:

  • Five (5) years of highway and/or roadway maintenance experience.
  • Three (3) years of supervisory experience.
  • Three (3) years of experience in winter snow and ice control operations.
  • One (1) year of experience operating and transporting equipment.
  • Experience in traffic control per MUTCD, including planning, setting signs, and flagging.
  • Demonstrated knowledge of surrounding area.
  • Demonstrated ability to plan and manage a budget.
  • Understanding of understanding of equipment utilized in highway maintenance and preservation or construction.

  • In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2025.
  • Travel is required within the maintenance area to conduct work activities or attend meetings and trainings. Occasional travel outside the area for trainings, conferences, or meetings is also required.
  • This position is not eligible for remote work.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
