The Opportunity

WSDOT is currently seeking a Fiscal Specialist Supervisor to join the Olympic Region (OR) Highway Maintenance Program to support WSDOTs mission and the assigned maintenance organizational units within the region by ensuring accuracy and transparency in fiscal activities and providing general office support. Under the direction of the Assistant Superintendent, this position will supervise the Area maintenance Fiscal Technician(s) in the performance of fiscal record keeping and support services. This position will perform complex technical fiscal and financial reporting including analysis, planning, interpreting, and review of a fiscal operations involving an overlap or combination of disciplines. Additionally, this position will establish procedures, standards, and priorities of the multifunctional Office of the Maintenance Superintendent, providing supervision and unit oversight for administrative, fiscal, and budgetary authority on various facets of the WSDOT Area Maintenance Office. The Fiscal Specialist Supervisor is critical in fostering an inclusive and healthy work environment that challenges all staff to be respectful and professional.

What to Expect

The purpose of the Olympic Region (OR) Highway Maintenance Program is to ensure the highway infrastructure, WSDOT facilities and fleet are maintained in good working order; to operate the highway system effectively and safely; to respond to natural disasters, weather events, construction impacts and emergencies; and to provide environmental stewardship of lands that WSDOT owns or maintains.

Among the varied range of responsibilities held within this role, the Fiscal Specialist Supervisor will:

  • Review and analyze budget reports and oversee all budgetary matters relating to the procurement of materials and supplies.
  • Participate in the planning and developing of budgets to stay within budgetary and biennium constraints and adhering to state contracts and purchasing rules and regulations.
  • Approve invoices for payment and sign vouchers per signature authority.
  • Research discrepancies and oversee corrections.
  • Manage employee professional fee records and reimbursements, travel vouchers, per-diem, and other reimbursable employee expenses.
  • Prepare reimbursable and payable maintenance agreements; manage third party reimbursements.
  • Maintain records in accordance with Secretary of State (SOS) and WSDOT records retention policies.
  • Manage claims within required timeframes and determine budgetary costs of labor, materials, equipment, and inventory needed.
  • Manage oversize/overweight permits.
  • Supervise fiscal staff performing a variety of fiscal and administrative duties; prioritize and review work assignments.

Qualifications

To be considered for this opportunity, the following are required :

  • A high school diploma or GED equivalent.
  • Three (3) years of progressively responsible fiscal, clerical and/or equivalent experience.
  • Two (2) years of experience in a lead/supervisor position.
  • Two (2) years of experience providing customer service.
  • Experience with office equipment, including computer software, printer, copier, scanner, fax, calculator, and multi-line telephone.
  • Proficient in operating Windows based computers and software, such as MS Office Suite; virtual meeting software, such as MS Teams; and Cloud computing.
  • Skills to effectively communicate information to a diverse audience, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing

It is preferred that qualified candidates also have:

  • Three (3) years of experience at a level equivalent to Fiscal Specialist 1 and 15 quarter hours or 10 semester hours of college level accounting or equivalent education/experience.

  • Intermediate proficiency in programs such as: Microsoft Office 360, FileMaker Pro, Oracle, and internal WSDOT web-based applications.
