Highlights of the Job

We are hiring a Full Time Permanent Central Division Water Operations Supervisor. This individual will report out of the Central Division's Agua Fria Operations Center located in the City of El Mirage west of the Phoenix metro area. This individual will be tasked to supervise any and all operations associated within the Central division water distribution system.

The Operations Supervisor is responsible for a geographic area of approximately 130 square miles all in the west valley. This area includes five public water systems, in excess of 100,000 customer connections and roughly 1,450 miles of distribution pipe along with associated valves, hydrants and pressure regulating valves. This vast area covers several municipal and county jurisdictions thus the supervisor must coordinate closely with the various entities. This individual will provide support and supervision of the district's water daily operations including assisting the Operations Foreman and subordinates in troubleshooting water conveyance problems, pressure issues, assist in O&M procedures and may provide assistance in start-up of new components or processes within our existing water distribution system. This individual will need to be capable of educating and instructing staff in generally accepted water distribution principals. They will demonstrate leadership abilities including promoting associate development by implementing technical training programs, safety trainings, along with preventive/corrective maintenance in our water distribution system.

What you'd be responsible for

  • The Operations Supervisor will also provide guidance to two Operations Foremen, Utility Workers at various levels (I, II, III & IV) and Line Locators in the areas of overall water distribution operations.
  • May at time provide job assignments through written and verbal instructions to the various Operations Foremen
  • Communicate effectively with employees, management, contractors, and regulators to help promote lasting and mutually beneficial relationships based upon respect; while insuring that all required reporting is completed timely and accurately in all respects.
  • Provide guidance to the Operations Foremen in system troubleshooting and optimization, while helping to maintain and review employee time input, pressure monitoring, and potable water reports.
  • Assist in developing and administers Capital and O&M budgets for assigned systems while performing other work designated by the Operations Manager.

What is required to be successful?

Knowledge of water distribution operations and maintenance, methods, practices, techniques and servicing requirements pertaining to water conveyance and pressure regulating systems. .

Knowledge of safety practices in the operation of electrical and mechanical equipment used within water distribution systems.

Good knowledge of procedures, materials, tools, equipment, safety hazards and precautions common to assigned area of responsibility.

Ability to follow written and verbal instructions, capable in developing preliminary O&M budgets, manpower needs, work schedules and develop capital O&M projects from conception to delivery.

Must be able to write clear and concise reports, memos and letters regarding plant O&M and personnel issues.

Must be able to communicate operational and personnel issues to the Operations Manager in a timely manner with the ability to supervise a diverse workforce in an articulate manner with internal staff and external regulators, consultants, and stakeholders.

Must be able to exercise independent judgment in operational duties; must be competent in the use of Microsoft Office suite software; specifically, Word, Excel, PowerPoint, individuals with a working knowledge of Oracle, Cityworks CMMS software knowledge will be given preference.

Must be able to perform the responsibilities of the Operations Manager in their absence while demonstrating good project and process management along with good analytical and problem solving skills.

This position is subject to call-outs during the week, week-ends, holidays and emergency situations. The position does have the potential for exposure to dust, pollen, chemicals, water and sewage and must be able to tolerate extreme heat while walking around the treatment facilities.

All candidates must have

  • At least 5+ years of hands-on experience in Water Distribution utility operations with at least 3+ of those years specific to a large distribution system with multiple pressure zones, related engineering and construction or related disciplines.
  • At least 3 years lead or supervisory experience in any form.
  • ADEQ Grade 4 in Water Distribution
  • Applicants with ADEQ Certifications in multiple disciplines in addition to Distribution will be given preference.
