Position Overview

This position is accountable for assuring the quality of hot mix asphalt (HMA) and other related mixtures produced for use on bridge and highway construction projects. The incumbent monitors production, collects samples, and performs a variety of tests on hot mix asphalt mixtures. This position must understand and evaluate test results, as well as develop good working relationships with contractors, producers, and the department's Materials and Construction personnel.

Essential Functions

  • Ensures all HMA mixtures produced for assigned construction projects comply with applicable specifications and special provisions.
  • Samples, tests, and inspects HMA mixtures as required.
  • Monitors effectiveness of contractor's Quality Control (QC) and communicates deficiencies to the HMA Supervisor and Resident Engineer.
  • Inputs test results from assigned construction projects into the Department's Quality Management Program (QMP), the Construction and Materials Management System (CMMS), or replacement software, as required. Inputs other tests as assigned.
  • Develops good working relationships with contractors, producers, and the department's Materials and Construction personnel.
  • Inspects HMA placement for quality and best practices. Communicates problems to the contractor and Resident Engineer. Communicates significant problems to the HMA supervisor.
  • Prepares reports as assigned and performs hot mix asphalt nuclear density testing in the field.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS thirty months of engineering experience OR Six years of experience inspecting and testing materials
  • Certification in IDOT's Quality Management Training Program: Hot Mix Asphalt Level 1 Technician

Preferred Qualifications

  • Certification in IDOT's Quality Management Training Program: Hot Mix Asphalt Level II Technician
  • Proficiency with Microsoft 365 and Adobe and the ability to transfer electronic files
  • Four years of experience inspecting and testing materials
  • Good oral and written communication skills
  • Working knowledge of materials and testing equipment
  • Ability to maintain harmonious relations with fellow employees, contractors, and the public
  • Strong problem solving and decision-making skills

  • Requires extensive districtwide travel and occasional statewide travel with overnight stay.
  • Requires the ability to work overtime.
  • Requires the ability to work in confined spaces; climb steep terrain; wade in water; deal with poisonous plants, animals, insects, rodents, and snakes.
  • Requires the ability to work outdoors in a variety of conditions including, but not limited to, hot, cold, wet, windy, muddy) active construction sites and roadways open to traffic.
  • Requires successful completion of a background screening, a pre-employment physical, and pre-employment drug and alcohol screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The IllinoisGovernmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
