Requirements:
Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.
Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.
Obtain the Florida Certified Contract Manager (FCCM) Certification at first availability.

Minimum Requirements:
Four Years of professional purchasing and procurement experience that involve competitive bidding;
OR a bachelor's degree from an accredited college or university with four courses in business and two years of professional purchasing and procurement experience which involved competitive bidding;
OR possession of a Certified Purchasing Manager certificate and one year of professional experience as described above;
OR a master's degree from an accredited college or university in business and one year of experience as described above.
Preferred Qualifications:
Preference will be given to candidates with the following qualifications: Two or more years of knowledge in Ariba on Demand (AOD), Vendor Information Portal (VIP) the PCard Works system, and Florida Accountability Contract Tracking System (FACTs)
Comprehensive knowledge of Excel, Microsoft Suites and Outlook.
Knowledge of the State of Florida purchasing rules, regulations, policies and procedures.
Duties and Responsibilities:
This position provides significant Finance and Budget administrative direction to regional program staff. It requires a high degree of judgement, business management, and team building skills.
Purchasing, Contracting, and Invoicing
- Serves as the Regional Purchasing Agent for all purchases less than $35k (Category II) in MyFloridaMarkerPlace (MFMP). Serves as liaison between regional staff and Tallahassee Purchasing Section. Retain thorough knowledge of MFMP, state contracts, bids, etc. Ensures regional employees are in compliance with all purchasing policies and procedures.
- Serves as the regional subject matter expert for all procurement related matters for all divisions. Ensures procurement made from annual spending plans are appropriate for the type of commodity or service procured and that the procurement adheres to all relevant purchasing rules and regulations. Works closely with their supervisor, Regional Business Manager, to ensure proper coding.
- Receives, reviews, and approves all regional MFMP purchase orders submitted in the region as initial approved in MFMP. Assists all staff with verifying vendor registration with State of Florida, MFMP, E-Verify, and State Contract vendors. Enters purchase orders for OED and/or any complicated purchase orders for divisions as needed. Submits all invoices for purchase orders created.
- Provides information, guidance, and support to staff on items that are deemed exceptional purchases. Reviews, processes, and approves exceptional purchase requests in a timely and accurate manner for the Region. These requests include single source, less than two (2) quotes, emergency, and after-the-fact, state contract exceptions, and other purchases exempt from competitive process.
- Reviews regional Invitation to Bid (ITB) requests before submission to Tallahassee Purchasing. Serves as FBO staff to conduct Pre-Bid Conferences throughout the region. Assists staff with special procurements including preparation of scope of work (SOW), specifications, potential vendor lists, etc., for formal solicitations before sending to Tallahassee purchasing. Serve as contract manager for the regions formal contracts over $35K when necessary.
- Assist staff with invoicing and accounting. Research past due amounts for vendors. As back up to Procurement Specialist/Staff Assistant submits regional utility bills for payment and assists with any account problems. Inputs invoice data into Facility Inventory Tracking System (FITS) and State Energy Management Plan (SEMP) trackers.
State Purchasing Card (P-Card)
- Serve as Advanced Buyer for Regional Office of the Executive Director staff and Super Buyer for other Divisions.
- Assist regional staff in making sure vendors are registered in Florida Accounting Information Resource (FLAIR) and getting them registered if needed.
- Assist regional staff/account holders with questions/issues concerning P-Card WORKS.
- Serve as subject matter expert for P-Card WORKS regional account holders.
Other OED/FBO Assistance
- Serves as back up to the Business Manager to monitor and assess budget status and provide updated reports to Division/Office leads as requested.
- Includes all requests for transaction reports, encumbrance reports, special reports, and corrections.
Performs other duties as assigned.
Knowledge, Skills and Abilities:
