Key Job Elements

• Acts as subcontract administrator for fully executed agreements; resolves location issues and supplier service and invoice issues;
• Identifies and develops national agreements for cost savings, including drafting agreements with legal and through the negotiations process;
• Identifies opportunities to eliminate parts shortages by way of secondary sources, to include other Progress Rail locations;
• Reviews lead time, price, and safety stock based on supplier input; places actions where required;
• Reviews low turn report, exception report and slow moving obsolete inputs and takes actions where required;
• Signs purchase orders with details toward accuracy of specs, price, and lead time;
• Meets with Material Review Board, Project Manager, and Engineering Manager, and participates in Production Meetings and Capacity Planning;
• Interacts with Quality department on CAPAs, Quality issues, and supplier performance;
• Sends RFQs for scrap and works with other Progress Rail purchasing sites in relation to the state of supply chain; problem solves as necessary;
• Assists locations with specific requirements which may require purchase agreements, on-site agreements, insurance certifications, etc.;
• Reviews and audits purchase orders prior to release and provides PO language recommendation when necessary;
• Sources non-hazardous waste services when required;
• Sources new vehicles when required and procures State registration;
• Provides location assistance in establishing credit accounts with new suppliers;
• Supports special projects and new operations start ups;
• Serves as control owner for compliance process audits.

Education / Training

• Bachelors degree with a focus in supply chain management.

Qualifications and Experience

• Solid understanding of the supply chain process;
• Negotiation skills;
• Attention to detail for contract reviews and contract drafting;
• Problem solving skills;
• Strong communication skills, both written and oral; ability to listen and communicate with customers, service technicians, and internal employees; knowledge of products; ability to work and communicate with all levels of management;
• Proficient with MSOffice Suite (PowerPoint, Word, Excel).
