Architect wanted for one project only/ moonlighting

I'm seeking an experienced residential architect on Oahu that has references that has recently designed residential homes on Oahu. Looking for someone experienced in permitting on Oahu.

I would like my home idea plans drawn up. I have a sketch already. Not interested in "set " drafting prices that I am finding from calling firms around town. I'm willing to pay well...., based off hours of work done, ....not off set pricing or percentage of project value.

Pay will be based on experience, references, connections with vendors, sub contractors, and connections at DPP. Most importantly " time spent " on my project.
