The Department of Environmental Protection is actively looking to hire a Remediation Contract Manager to oversee its statewide contract management efforts within the Remediation Services Contract Management Section. This pivotal position involves the development and administration of statewide contracts, as well as the implementation of a comprehensive contracting program dedicated to delivering essential environmental remediation services for the Departments Environmental Cleanup Program. The successful candidate will play a crucial role in ensuring that these services are effectively managed and aligned with the department's goals. In this position, you will be responsible for reviewing scopes of work, work plans, change orders, and subcontract bids and agreements to ensure compliance with contract requirements and alignment with project objectives. You will have the authority to approve and issue work assignments, project work plans, notices to proceed, change orders, and the selection of subcontractors. You may be expected to plan and manage site investigations and conduct visits to locations where hazardous substances and contaminants have been released, as well as develop project scopes of work, review contractor submittals, process invoices, and monitor the effectiveness of contractor performance and the oversight provided by Field Operations on these critical projects. Furthermore, your role will involve engaging in the procurement of new contracts, which includes drafting Requests for Proposals (RFPs) and Invitations for Bids (IFBs), assessing submitted proposals and bids, and negotiating the terms of contracts to ensure favorable outcomes. Additionally, you will play a key role in developing and facilitating training sessions aimed at educating both Department staff and contractor personnel on the established contract guidelines.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Two years of experience as a Solid Waste Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Any equivalent combination of experience and training which affords the applicant the required knowledges and abilities.

Special Requirement:

  • Possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
