DISTINGUISHING CHARACTERISTICS :
This job class is a management level classification that directs and manages water reclamation facilities and operations for the City. ESSENTIAL FUNCTIONS :

Factors such as regular attendance on the job are not routinely listed in the job descriptions but are an essential function. Essential duties and responsibilities may include, but not limited to:
- Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the departments budget; forecasts additional resource and financial needs.
- Participates in selection of staff; plans, organizes, administers, reviews and evaluates the activities of assigned staff; trains staff in work processes and procedures; assists in review and documentation of incidents and injuries involving staff and equipment.
- Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized; conducts safety meetings.
- Oversees operations activities of WRF, treatment, disposal biosolids and byproducts; oversees wastewater treatment processes, resource needs, recommendations for improvements, and expansions, administers policies, procedures.
- Supervises safety lockout program, tools, machinery, equipment and vehicles; schedules repairs, upgrades of equipment and tools; identifies opportunities to improve process and maintenance methods.
- Maintains WRF standard operating procedures (SOP) manual and WRF map room and technical library.
- Manages maintenance capital projects and consultants; ensures projects are properly completed.
- Reviews results of plant process sampling, to determine the needs for process revisions; evaluates laboratory data for plant influent, effluent, sludge samples; monitors wells and biosolids for the efficient operation of WRF.
- Manages operation, maintenance, security of infrastructure and land management of WRF properties.
- Ensures the safe handling and inventory of hazardous chemicals.
- Maintains and initiates Emergency actions Plans for WRF and the Reuse Sites. Manages the Effluent management plan for the plant.
- Ensures adherence of treated waters discharged to meet operation and discharge permits.
- Manages WRF safety and confined space programs; ensures proper upkeep of safety equipment, confined space equipment, PPE, atmosphere monitors, ventilation equipment, lifting devices, plant cranes and rigging materials.
- Provides Operator training through formal training, video library, and establishes and monitors the personal qualifying standard (PQS) training program for Operator qualifications.
- Collaborates with professional teams, Engineers, Contractors, Consultants, to determine cost effective solutions, answers for plant issues, failures, problems, repairs, equipment, to determine best options and process upgrades; coordinates services and activities with other departments, outside agencies and organizations.
- Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized; conducts safety meetings.
- Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience:
- High School Diploma/GED supplemented by technical course work in a biology or a related field; AND
- Six (6) years of journey level experience in water reclamation facility operations, including two (2) years of supervisory experience;
- OR an equivalent combination of education, training and experience.
Required Certificates, Licenses, and Registrations:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
- Nevada Class B Commercial Drivers License with Hazmat and Tanker endorsement, obtained within one (1) year of hire.
- Nevada Grade IV Wastewater Treatment Plant Operator Certificate.

WORKING ENVIRONMENT:
Work is performed in an office and a field setting.Work is subject to performance under exposure to environmental conditions, frequent travel, hazardous chemicals, pinch points, moving objects, slippery surfaces, fumes, gasses, noxious odors, electrical currents, dust, biohazards, vibration, intense noise and in confined spaces. Frequent interruptions to planned work activities occur.
